State of Illinois Labor Relations Board Local Panel met Dec. 10.

Here is the minutes provided by the board:

I. OPENING OF MEETING 10:00 A.M.—160 North LaSalle Street, S-401, Chicago, IL

II. PRESENT

Robert M. Gierut, Chairman of the Local Panel; Charles E. Anderson, Member of the Local Panel; Angela C. Thomas, Member of the Local Panel; Kimberly F. Stevens, Executive Director; Helen J. Kim, General Counsel; Anna Hamburg-Gal, Associate General Counsel; and staff members.

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD November 14, 2019

Chairman Gierut called for approval of the minutes of the November 14, 2019 meeting. Member Anderson moved to approve the minutes. Member Thomas seconded. The Board passed the motion unanimously, by a voice vote.

IV. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS

A. Case No. L-CA-19-110

Derek Webb and City of Chicago (Police Department)

General Counsel Kim called the case. Member Thomas made a motion to approve the proposed written decision. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

V. BOARD ACTIONS

1. Case No. L-CB-17-003

Ronald Robertson, Sr. and Sheet Metal Workers, Local 73

General Counsel Kim called the case, noted that Administrative Law Judge Anna Hamburg-Gal issued a Recommended Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

2. Case No. L-RC-18-030

American Federation of State, County and Municipal Employees, Council 31 and County of Cook (Public Defender)

General Counsel Kim called the case, noted that Administrative Law Judge Michelle N. Owen issued a Recommended Decision and Order with no exceptions filed and asked whether the Board wished to review the decision on its own motion. The Board declined to do so.

3. Case No. L-CB-19-052

Anthony Weeden and Service Employees International Union, Local 73

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Thomas moved to accept the Executive Director’s Dismissal. Member Anderson seconded the motion, and the Board passed it unanimously, by a voice vote.

4. Case Nos. L-CA-16-079 and L-CA-17-034 City of Chicago and Fraternal Order of Police

General Counsel Kim stated that the parties requested that the Board continue to hold these cases in abeyance. After discussion, Member Anderson moved to continue to hold these cases in abeyance. Member Thomas seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. EXECUTIVE SESSION

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VII. PUBLIC COMMENT

No members of the public sought to make comments.

VIII. ADJOURNMENT

Chairman Gierut called for a motion to adjourn. Member Thomas made a motion to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
