State of Illinois Labor Relations Board State Panel met Dec. 10.

Here is the minutes provided by the board:

I. OPENING OF MEETING 11:00 P.M.— 160 N. LaSalle Street, Room S-401, Chicago, IL

II. PRESENT

William Lowry, Chairman of the Board; John Cronin, Member of the Board; Jose Gudino, Member of the Board; Kendra Cunningham, Member of the Board; Thomas Willis, Member of the Board; Helen Kim, General Counsel; Kimberly Stevens, Executive Director; Anna Hamburg-Gal, Associate General Counsel; and staff members

III. APPROVAL OF MINUTES OF REGULAR MEETING HELD November 14, 2019

Chairman Lowry called for approval of the minutes of the November 14, 2019 meeting. Member Willis moved to approve the minutes. Member Cunningham seconded. The Board passed the motion unanimously, by a voice vote.

IV. REVIEW OF PROPOSED WRITTEN DECISIONS AND ORDERS

A. Case No. S-RC-19-018

Laborers’ Int’l Union of North America, Local 773 and County of Clinton (Highway Department)

Member Cunningham recused herself. General Counsel Kim called the case. Member Gudino made a motion to approve the proposed written decision. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.

B. Case No. S-CA-18-092

Metropolitan Alliance of Police, Bolingbrook Chapter #3 and Village of Bolingbrook (Police Department)

General Counsel Kim called the case. Member Cunningham made a motion to approve the proposed written decision. Member Gudino seconded the motion, and the Board passed it unanimously, by a voice vote.

C. Case No. S-CA-18-007

Laborers’ Int’l Union of North America, Local 773 and Alexander County Housing Authority

Member Cunningham recused herself. General Counsel Kim called the case. Member Willis made a motion to approve the proposed written decision. Member Gudino seconded the motion, and the Board passed it unanimously, by a voice vote.

V. BOARD ACTIONS

1. Case No. S-CB-19-028

Tonette Elder and American Federation of State, County and Municipal Employees, Council 31

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Willis moved to accept the Executive Director’s Dismissal. Member Cunningham seconded the motion, and the Board passed it unanimously, by a voice vote.

2. Case No. S-CB-20-008

James Cochran and American Federation of State, County and Municipal Employees, Council 31

General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Gudino moved to accept the Executive Director’s Dismissal. Member Cronin seconded the motion, and the Board passed it unanimously, by a voice vote.

VI. EXECUTIVE SESSION

After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.

VII. PUBLIC COMMENT

No members of the public sought to make comments.

VIII. ADJOURNMENT

Chairman Lowry called for a motion to adjourn. Member Cronin moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
