State of Illinois Labor Relations Board met Nov. 14.

I. OPENING OF MEETING 2:00 P.M.— 160 N. LaSalle Street, Room S-401, Chicago, IL
II. PRESENT
William Lowry, Chairman of the Board; John Cronin, Member of the Board; Jose Gudino, Member of the Board; Kendra Cunningham, Member of the Board; Thomas Willis, Member of the Board; Helen Kim, General Counsel; Kimberly Stevens, Executive Director; Anna Hamburg-Gal, Associate General Counsel; and staff members
III. APPROVAL OF MINUTES OF REGULAR MEETING HELD October 8, 2019
Chairman Lowry called for approval of the minutes of the October 8, 2019 meeting. Member Willis moved to approve the minutes. Member Gudino seconded. The Board passed the motion unanimously, by a voice vote.
IV. BOARD ACTIONS
1. Case No. S-RC-19-018
Laborers’ Int’l Union of North America, Local 773 and County of Clinton (Highway Department)
Member Cunningham rescued herself from this case. General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Gudino moved to accept the Administrative Law Judge’s Recommended Decision and Order with modifications. Member Willis seconded the motion, and the Board passed it unanimously, by a voice vote.
2. Case No. S-CA-18-092
Metropolitan Alliance of Police, Bolingbrook Chapter #3 and Village of Bolingbrook (Police Department)
General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Cunningham moved to reject and remand the Administrative Law Judge’s Recommended Decision and Order. Member Gudino seconded the motion, and the Board passed it unanimously, by a voice vote.
3. Case No. S-CA-18-007
Laborers’ Int’l Union of North America, Local 773 and Alexander County Housing Authority
Member Cunningham rescued herself from this case. General Counsel Kim called and presented the issues of the case to the Board. After discussion, Member Gudino moved to accept the Administrative Law Judge’s Recommended Decision and Order. Member Willis seconded the motion, and the Board passed it unanimously, by a voice vote.
V. EXECUTIVE SESSION
After a short discussion regarding whether there was a need for executive session, the Board concluded it was unnecessary.
VI. PUBLIC COMMENT
No members of the public sought to make comments.
VII. ADJOURNMENT
Chairman Lowry called for a motion to adjourn. Member Willis moved to adjourn the meeting, and the Board passed it unanimously, by a voice vote.
