Illinois Liquor Control Commission met Nov. 20.

I. Approval of Minutes

a. A motion was made by Commissioner O’Connell to approve the release of the minutes of the October 16, 2019 Board Meeting. The motion was seconded by Commissioner Pulido Sanchez. The motion was unanimously approved.

II. Director’s Report

a. Director Enyia informed the Commissioners the IL Liquor Control Commission is hosting the College Town Summit on November 14, 2019 in Champaign.

b. Director Enyia will confirm 2020 Calendar dates for the ILCC Board Meetings.

c. Director Enyia informed the Commission of the clean-up bill, HB1271, pending Governor Pritzker’s signature.

d. Director Enyia announced the hiring of the ILCC Human Resource Director, stationed in Springfield. As well as the ILCC Industry Education Manager, stationed in Chicago.

e. Director Enyia announced the two ILCC Agent Managers who will graduate from the Police Academy on Friday, November 22, 2019.

III. Enforcement Division

a. The ILCC completed 109 SAM compliance checks, 15 failed. Twenty compliance checks were repeat violators, 2 violated again. This gives a repeat violator compliance rate of 90%.

b. Peterson reported ongoing hiring for Underage Participants.

c. Two ILCC Agent Managers are set to graduate from the IL Police Academy mid November 2019.

IV. Licensing Division

a. The percentage of online renewals is 80%, a 1% decrease from October 2018.

b. Mrs. Marijan also provided a report of all new licenses issued for October 2019.

c. In October 2019 the ILCC issued 261 new licenses across all categories.

V. Industry Education

a. The total number of BASSET applicants trained in October 2019 was 7,035.

b. The total number of BASSET applicants in the look up is 286,906.

c. Director Flagg updated all ILCC Social Media accounts.

VI. Legal

Division

a. A unanimous motion was made by the Commission to approve the Administrative Law Judge tax cases recommendations. The motion was approved.

b. A motion was made by Commissioner O’Connell to approve the Administrative Law Judge default recommendations. The motion was seconded by Commissioner Gibbons. The motion was unanimously approved.

c. A motion was made by Commissioner O’Connell to dismiss the Appeal dismissal of Olympia Group LLC 19APP13 for failure to appeal before 20 days. The motion was seconded by Commissioner Gibbons. The motion was denied by Commissioner Spann Cooper and Commissioner Pulido Sanchez. The motion resulted in a 3-2 decision.

d. A motion was made by Commission O’Connell to consider it as if no license was issued and send back for further proceedings on the denial of the license. The motion was seconded by Commissioner Gibbons. The motion was unanimously approved.

e. A motion was made by Commissioner O’Connell to reverse the Basset count but sustain the over service count and to keep the fine intact. The motion was seconded by Commissioner Gibbons. The motion was unanimously approved.

VII. Public Comment

a. Lisa Ellis from the Illinois Grape Growers and Vintners Alliance spoke to the Commission.

VIII. Closing Remarks and Adjournment to Hearing

a. Commissioner O’Connell made a motion to adjourn the meeting. Motion was seconded by Commissioner Spann Cooper. Motion unanimously approved.
