City of Monmouth City Council met Jan. 21.

Here is the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Tony Cook, Brian Daw, Robert Wells, Juan Pinedo, Dan Heatherly and Alderwoman Mary Kelly Absent: Alderman Justin Thomas Alderwoman Susan Twomey Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Attorney Marcum Spears, MFD Chief Casey Rexroat, MPD Chief Joe Switzer, Woodard and Curran Public Works Director Andy Jackson, Community Engagement-IT Director Ken Helms and Building and Zoning Director Joe Clark. Also Absent: City Administrator Lew Steinbrecher

III. APPROVAL OF MINUTES

A. Approval of January 6, 2020 Council Meeting Minutes

It was moved by Alderman Cook and seconded by Alderman Wells to approve the January 6, 2020 Minutes as corrected with the amendment to state the motion and second for Ordinance 19-038. AYE: Aldermen Cook, Daw, Wells, Pinedo, Heatherly and Alderwoman Kelly ABSENT: Alderman Thomas and Alderwoman Twomey NAY: none MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

A. Presentations or Citizen Inquiries (all inquiries are limited to 3 minutes per City Ordinance)

There were none to be heard. C. Consent Agenda

1. Approval of Bills

It was moved by Alderman Heatherly and seconded by Alderman Daw to approve the payment of the bills as presented. AYE: Aldermen Cook, Daw, Wells, Pinedo, Heatherly and Alderwoman Kelly ABSENT: Alderman Thomas and Alderwoman Twomey NAY: none MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

A. MFD December Report – Chief Rexroat

The tanker truck was sold yesterday to the Central/Warren Fire Protection District, who also picked up the truck yesterday. B. MPD December Report – Chief Switzer

• There were 60 arrests in December with 1,866 total calls for service.

• An Active Shooter training was conducted at Smithfield.

• Cops for Kids was held in December with names that were submitted through Jamieson Center. The officers take the children shopping at Walmart for themselves and family. Treats are also provided. It is good public relations for the department to interact in a positive manner with the children and their families.

• Power for Seniors was held at Strom Center during the month of December during which gift cards for Sav-A-Lot and Ameren were handed out along with hams.

• Thirty hams were also provided to community members at random.

• New rifles, compact in size, were purchased with funds from the Special Equipment Fund.

• Re-certification training for CPR was held as well as doing preparation for an upcoming mental health training session.

• There have not been any significant issues with the recently passed legalization of recreational marijuana in Illinois, which is perhaps due to the product shortage in the dispensaries. C. Approval of IMEG Engineering agreement – Phase I of W. Harlem

Woodard and Curran Public Works Director Jackson explained that the City’s project of reconstruction of West Harlem will be using FAU funds. The City has 1.1 million dollars in their account. In order to access these funds, the Federal government has several steps as follows:

1. Phase I requires that an Environmental Study be done, which requires a Resolution entering into an Engineering Agreement to carry out this study.

2. Approving an Authorization of Request for Expenditure of MFT Funds. It was moved by Alderman Wells and seconded by Alderman Pinedo to approve an Engineering Agreement with IMEG. AYE: Aldermen Daw, Wells, Pinedo, Heatherly, Alderwoman Kelly and Alderman Cook NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED

There were 97 total calls in the month of December.

In 2019 there were 24 fewer fires than in 2018.

EMS calls were down in 2018 as well.

As Chief, I attended a State Fire Code Workshop in Springfield. The State of Illinois just recently adopted the 2015 NFPA Life Safety Code. The City uses the International Fire Code and there are some minor differences that might need to be reviewed.

Equipment issues involved flat tire on brush truck that led to replacement of all the tires due to age and the aerial ladder truck is out of service again.

The department is in the process of hiring two new eligible candidates and hopefully can begin their orientation in February in time to send them to the Fire Academy in Champaign in March.

VI. RESOLUTIONS

A. 20-001, MFT Resolution for W. Harlem Preliminary Engineering Agreement

along with Authorization of Request for Expenditure of MFT Funds. It was moved by Alderman Daw and seconded by Alderman Wells to approve the above-stated Resolution 20-001 and the Authorization of Request for Expenditure of MFT Funds. AYE: Aldermen Daw, Wells, Pinedo, Heatherly, Alderwoman Kelly and Alderman Cook NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.

VII. OTHER BUSINESS

There was none to consider.

VIII. ADJOURNMENT

It was moved by Alderman Heatherly and seconded by Alderman Daw to adjourn the January 21, 2020 meeting at 6:25 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Thomas and Alderwoman Twomey, who were absent.
