City of Galesburg City Council met Dec. 16.

Here is the minutes provided by the council:

Called to order by Mayor John Pritchard at 5:30 p.m.

Roll Call #1: Present: Mayor John Pritchard, Council Members Bradley Hix, Corine Andersen, Wayne Allen, and Larry Cox, 5. Absent: Council Members Wayne Dennis, Lindsay Hillery, and Peter Schwartzman, 3. Also present were City Manager Todd Thompson, City Clerk Kelli Bennewitz and City Attorney Brad Nolden. Mayor Pritchard declared a quorum present.

The Pledge of Allegiance was recited.

Semenya McCord gave the invocation.

Council Member Andersen moved, seconded by Council Member Allen, to approve the minutes of the City Council meeting from December 2, 2019.

Roll Call #2:

Ayes: Council Members Hix, Andersen, Allen, and Cox, 4.

Nays: None

Absent: Council Members Dennis, Hillery, and Schwartzman, 3.

Chairman declared motion carried.

CONSENT AGENDA #2019-24

All matters listed under the Consent Agenda are considered routine by the City Council and is enacted by one motion.

Approve the following Resolutions abating property tax on General Obligation Bonds:

1. Approve Resolution 19-29 to abate property tax on General Obligation Refunding Bonds, Ordinance 2011-3332, Series 2011C (Abatement - $314,793)

2. Approve Resolution 19-30 to abate property tax on General Obligation Bond, Ordinance 2013-3418, Series 2013A (Abatement - $107,880)

3. Approve Resolution 19-31 to abate property tax on General Obligation Refunding Bond, Ordinance 2015-3484, Series 2015 (Abatement - $622,013)

4. Approve Resolution 19-32 to abate property tax on General Obligation Bond, Ordinance 2016-3508, Series 2016 (Abatement - $638,163)

5. Approve Resolution 19-33 to abate property tax on General Obligation Bond, Ordinance

2017-3540, Series 2017 (Abatement - $717,331)

Council Member Hix moved, seconded by Council Member Cox, to approve Consent Agenda 2019-24.

PASSAGE OF ORDINANCES AND RESOLUTIONS

19-1030

Ordinance on first reading amending sections of Chapter 130 of the Galesburg Municipal Code regarding the use of cannabis and its possession, transportation or usage, and impoundment of vehicles for possession of cannabis.

19-1031

Ordinance on first reading amending several golf rates for 2020.

19-1032

Ordinance on first reading amending Chapter 32 of the Galesburg Municipal Code by creating the rank of Deputy Police Chief and Deputy Fire Chief.

BIDS, PETITIONS AND COMMUNICATIONS

19-3067

Council Member Allen moved, seconded by Council Member Cox, to reject all bids for the construction of a new Street Division/Sign Shop and rehabilitating an existing storage building and to revise and rebid the project. It was noted that this much needed building will be beneficial for the division as well as other departments.

PUBLIC COMMENT

CITY MANAGER’S REPORT

A. Traffic Advisory Report for December 2019 received.

B. Monthly yard waste pickup will be collected monthly during the following winter months. Weekly yard waste collection will resume on Monday, March 2, 2020.

MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.)

Council Member Andersen moved, seconded by Council Member Allen, to authorize the Mayor to sign the Memorandum of Understanding between the City and the Western Illinois Regional Council for reimbursement of eligible census related expenses up to a maximum of $24,146. The Mayor noted that it is very important that every person is counted since an undercount could result in a future loss of funding.

Council Member Hix moved, seconded by Council Member Cox, to approve a contract with Klingner & Associates in the amount of $13,000 for engineering work to fix course drainage issues at Bunker Links Golf Course.

Council Member Andersen moved, seconded by Council Member Allen, to approve a three-year tourism promotion agreement with the Galesburg Tourism and Visitors Bureau, ending December 31, 2022.

Council Member Andersen moved, seconded by Council Member Hix, to approve a three-year lease with the Galesburg Tourism and Visitors Bureau for the property at 2163 East Main Street

Chairman declared motion carried.

Council Member Allen moved, seconded by Council Member Cox, that the City Council sit as the Town Board. The motion carried by voice vote.

Trustee Cox moved, seconded by Trustee Andersen, to approve Town bills and warrants be drawn in payment of same.

Trustee Allen moved, seconded by Trustee Cox, to resume sitting as the City Council. The motion carried by voice vote.

CLOSING COMMENTS

Council Member Hix wished everyone happy holidays and safe travels. He also commended the Discovery Depot Children’s Museum on a successful Festival of Trees.

Council Member Cox stated that he is looking forward to seeing the last ever boy’s basketball game between Churchill and Lombard.

Council Member Allen encouraged everyone to visit the Festival of Lights at Lincoln Park and thanked the many volunteers and contributors for their efforts. He also wished everyone a safe rest of the year.

Council Member Andersen congratulated the NOVA Singers on a wonderful concert last week and also noted that she is happy to see so many people downtown. She wished everyone a joyous holiday.

The Mayor wished everyone a Merry Christmas and Happy Hanukkah.

There being no further business, Council Member Hix moved, seconded by Council Member Cox, to adjourn the regular meeting at 5:54 p.m.
