CALL TO ORDER

The ROWVA Board of Education met in their regular meeting in the High School LMC. The meeting was called to order by Mr. Haynes at 7:00 p.m.

ROLL CALL

The following members answered roll call at 7:00 p.m.:

CONSENT AGENDA

Mr. Kuelper moved and Mr. Kalb seconded the motion to approve the Consent Agenda for the minutes of November 18, 2019, the Treasurer’s Report, and the payment of all bills in Education, Operations and Maintenance, Transportation, IMRF, Working Cash, Fire/Safety and Activity Funds as listed on the official copy. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye☒Nay☐),andMr.Haynes(Aye☒Nay☐). Motion carried.

AUDIENCE TO VISITORS

People present were Board members, administrators, eight members of the support staff, two members of the certified staff, six members of the public and Bell of the press.

Mrs. Danner presented the elementary principal’s report. She reviewed: School year goals, educational spotlight, and upcoming events/activities.

PRINCIPALS’ REPORTS

Mr. Seaney presented the jr./sr. high school principal’s report. He reviewed: School year goals, student discipline, student spotlight, education spotlight, and upcoming events/activities.

SUPERINTENDENT’S REPORT

Mr. Sornberger presented the superintendent’s report. All items are Agenda items.

ACTION ITEMS* Bonds Fund Transfe

Mr. Sornberger presented for consideration and action a Resolution (i) transferring funds from the school facility occupation tax fund of Community Unit School District Number 208, Knox and Henry Counties, Illinois, to the bond and interest fund of said School District and (ii) abating a portion of the taxes heretofore levied to pay debt service on the General Obligation School Bonds, Series 2012, of said School District. Mr. Johnson moved and Mr. Lake seconded the motion to approve the resolution. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried.

*Tax Levy

Mr. Sornberger presented and recommended adopting the FY19 tax levy. Mr. Kuelper moved and Mr. Kalb seconded the motion to approve the levy. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye☒Nay☐),Mr.West(Aye☒Nay☐),andMr.Haynes(Aye☒Nay☐). Motion carried.

PRESS Policies (1st half)

Mr. Sornberger presented the PRESS Policies (the first half) for the first reading.

CLOSED SESSION

Mr. West moved and Mrs. Shepherd seconded the motion to move into closed session to discuss personnel, collective bargaining and matters pertaining to an individual student. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried.

RETURN TO OPEN SESSION

Mr. Lake moved and Mr. West seconded the motion to return to open session to discuss personnel, collective bargaining and matters pertaining to an individual student. Polled vote: Mr. Johnson (Aye ☒ Nay ☐), Mr. Kalb (Aye ☒ Nay ☐), Mr. Kuelper (Aye ☒ Nay ☐), Mr. Lake (Aye ☒ Nay ☐), Mrs. Shepherd (Aye ☒ Nay ☐), Mr. West (Aye ☒ Nay ☐), and Mr. Haynes (Aye ☒ Nay ☐). Motion carried at 7:48 p.m.

ACTION ON CLOSED SESSION* Resignation

Mr. Sornberger recommended accepting the resignation from Jeff Heinrich as JH Football Coach. Mr. Johnson moved and Mr. Kuelper seconded the motion. Motion carried.

*Employment

Mr. Sornberger recommended hiring Matt Fink as the Transportation Director. Mrs. Shepherd moved and Mr. Lake seconded the motion. Motion carried.

*Job Posting

Mr. Sornberger requested approval to post openings for a JH Football Coach, a maintenance position, a Bus Driver/Custodian or Custodian position, a 1-on-1 Aide, and a Jr/Sr High School Physical Science Teacher. Mr. West moved and Mr. Johnson seconded the motion. Motion carried.
