Here is the minutes provided by the Council:

Called to order by Mayor John Pritchard at 5:30 p.m.

Roll Call #1: Present: Mayor John Pritchard, Council Members Bradley Hix, Wayne Dennis, Lindsay Hillery, Peter Schwartzman, Wayne Allen, and Larry Cox, 7. Absent: Council Member Corine Andersen, 1. Also present were City Manager Todd Thompson, City Clerk Kelli Bennewitz and City Attorney Brad Nolden. Mayor Pritchard declared a quorum present.

The Pledge of Allegiance was recited.

Semenya McCord gave the invocation.

Council Member Hillery moved, seconded by Council Member Cox, to approve the minutes of the City Council meeting from November 4, 2019.

Ayes: Council Members Hix, Hillery, Schwartzman, Allen, and Cox, 5.

Nays: None

Absent: Council Member Andersen, 1.

Abstain: Council Member Dennis, 1.

Consent Agenda #2019-22

All matters listed under the Consent Agenda are considered routine by the City Council and is enacted by one motion.

Approve Resolution 19-26 authorizing the Director of Public Works to sign Illinois Environmental Protection Agency loan documents for lead service line replacements.

19-2028

Approve MFT Maintenance Resolution for the purchase of salt, hot mix asphalt, concrete, CA-6 gravel, and high performance patching mixture for the 2020 calendar in the amount of $370,000.

19-2029

Approve Supplemental MFT Resolution for construction engineering for a traffic signal upgrade project in the amount of $5,000.

19-3058

Approve the bid from Municipal Emergency Services in the amount of $7,176.00 for the purchase of six 60-minute self-contained breathing apparatus cylinders for the Galesburg Fire Department.

Approve the retirement of police canine, Ajax, and the donation to Officer Lane Mings.

Approve annual City Financial Policies.

Approve the extension of the independent auditing services with Baker Tilly for the fiscal years 2019 through 2023.

Passage of Ordinances and Resolutions

19-1023

Council Member Hillery moved, seconded by Council Member Cox, to approve Ordinance

19-3596 on final reading rezoning from Institutional (I) to Light Industrial District (M1) for a south west section of 340 South Kellogg Street.

Council Member Hix moved, seconded by Council Member Dennis, to approve Ordinance 19-3597 on final reading amending Traffic Appendix K of Chapter 76 of the Galesburg Municipal Code to reduce the speed on North Seminary Street between Carl Sandburg Drive and 300 feet north of Circle Drive to 35 mph. Flags will likely be added to the new speed zone signs.

Ordinance on first reading adjusting various rates and fees collected by the City.

19-1026

Special Ordinance on first reading approving the 2019 Property Tax Levy in the amount of $9,438,684, which is an increase of 1.19 percent compared to the 2018 tax levy extension.

19-1027

Special Ordinance on first reading approve the 2019 Special Service Area #1 (Downtown area) tax levy in the amount of $154,540.

19-1028

Ordinance on first reading authorizing the City of Galesburg to borrow $2,000,000 from the Illinois Environmental Protection Agency through the Public Water Supply Loan Program for the purpose of replacing lead water service lines. Once the project is complete, the IEPA will forgive 100 percent of the loan amount.

Council Member Schwartzman moved, seconded by Council Member Cox, to suspend the rules and move agenda item 19-1028 to final reading.

Council Member Schwartzman moved, seconded by Council Member Hix, to approve ordinance 19-3598 on final reading authorizing the City of Galesburg to borrow $2,000,000 from the Illinois Environmental Protection Agency through the Public Water Supply Loan Program for the purpose of replacing lead water service lines. Once the project is complete, the IEPA will forgive 100 percent of the loan amount.

Ordinance on first reading amending Section 32.030(4) of Chapter 32 of the Galesburg Municipal Code to mirror the capital/contract bid threshold to the State capital/contract bid threshold. City Manager Thompson noted that Administration is working on a more detailed bills list for the Council and public. He will also continue to ask for input from Council on items.

Council Member Schwartzman moved, seconded by Council Member Allen, to approve Resolution 19-27 authorizing the support of the submittal for a Community Development Block Grant application to the State of Illinois for the remaining $421,852.10 in Revolving Loan Fund closeout funds.

Council Member Hillery moved, seconded by Council Member Hix, to authorize the City Manager to enter into a one-year contractual agreement with Molyneaux to provide Risk Management Consulting and Insurance Brokerage services for the City for a flat fee of $30,000.

City Manager’s Report

A. Traffic Advisory Report for November

B. A swearing-in ceremony will be held on Friday, November 22nd, 10 a.m., for new Fire Chief Randy Hovind.

C. A “meet & greet” reception will also be held for Chief Hovind prior to the next Council meeting on December 2nd at 4:30 p.m.

Miscellaneous Business (Agreements, Approvals, Etc.)

Council Member Hix moved, seconded by Council Member Hillery, to approve the proposal from Alexis Fire Equipment in the amount of $15,228 for the purchase and installation of new apparatus SCBA seats in units 51, 52, and 53.

Council Member Allen moved, seconded by Council Member Hillery, to approve a Facade Grant Agreement in an amount not to exceed $17,500, or 50% of the estimated project costs, or 50 percent of the actual final project costs, whichever is less, with Mike Martin for 71 North West Street.

Ordinance on first reading approving the 2019 Property Tax Levy for the Town of the City of Galesburg in the amount of $511,000.

Trustee Schwartzman moved, seconded by Trustee Hillery, to resume sitting as the City Council.

The motion carried by voice vote.

Closing Comments

Council Member Schwartzman noted that winter brings five months of cold conditions and can be expensive for homeowners to keep their homes heated. He encouraged residents to use plastic on their windows in order to keep the heat in and the cold out. People can contact him for more information.

Council Member Hix stated he was glad to see Council Member Dennis back after a successful surgery. He also congratulated Firefighter Randy Hovind on his appointment to Fire Chief. He added that all three candidates were excellent. He also thanked the residents on Circle Drive for meeting with him about the speeding issue on Seminary Street and for coming to the meeting.

Council Member Allen commended the City Manager for the Police Chief and Fire Chief selection process and involving the public in the undertaking as well.

Mayor Pritchard also applauded the selection process for the chiefs and feels we have the best candidates available. He also wished everyone a Happy Thanksgiving and safe travels if they are traveling for the holiday.

There being no further business, Council Member Hix moved, seconded by Council Member Hillery, to adjourn the regular meeting at 6:07 p.m.
