Village of Altona Village Board met October 3

Village of Altona Village Board met Oct. 4.

Here is the minutes provided by the board:

 The board meeting was called to order on Thursday, October 3rd, by President Derrick Appell. Board members present: President: Derrick Appell, Treasurer: Mark Compton, Clerk: Kelly Scott and Trustees: Dale Grawe,Shirley Kistler, Keith Holland, Nick Morris and Brian DeVito.  Absent: Ryan West. Public present: Carol Townsend from the press, Chad Long - Village Attorney and 4 guests.

 Minutes approved from September 5th, 2019 meeting with motion to approve by Nick and 2nd by Keith. All Ayes.

 Payment of bills approved for October 2019 was motioned by Keith and 2nd by Brian. Ayes: Dale, Shirley, Keith,Nick and Brian. Passes: 5-0-1

 Financial report was reviewed by Mark Compton. Interfund transfer from Corp checking to Refuse - $275.00

 Public Comment: Rich Wegner asked if Derrick has ever attended any meetings related to the progress of establishing a transportation service between Galesburg and other municipalities in Knox County. He also has wondered if anyone has talked to the owner of Cenex about maybe extending their parking lot since it’s extremely busy around 5 & 6 p.m. Lastly, Rich questioned again about the reimbursement that Derrick received for the fees of the notice of statutory liens. Answers: 1. Derrick has never been notified of any meetings in regards to public transportation. 2. No he has never contacted Cenex. There is parking near the air pumps. 3.Lien had to be released and fees where paid by Derrick and he was then reimbursed.

 Code Book Revision: Nuisance Review & Other Ordinances:

 ORDINANCE 2019 - 06: Tax Levy Ordinance motioned by Keith and 2nd by Shirley. Ayes: Shirley, Keith, Nick & Brian. No’s: Dale Passes: 4-1-1

New Business:

 Announcements were read by Derrick:

 Halloween Trick or Treat hours: Keith motioned to set hours from 5:00 p.m. to 7:00 p.m. Brian 2nd the motion.All Ayes. Passes 5-0-1

 Marijuana Sales: Discussion for Ordinance

Committee Reports

 Water/Sewer:

 Ward Street & S. Station Street Drainage: Discussed running an 8” tile through Shipp’s and Hennenfent’s to attach to Moore’s 8” tile.

 Streets/Garbage:

 Downtown area: Need to look at improving that in the near future such as getting rid of that loose rock.

 Parks/Sidewalks:

 Update on Playground containment system: Did not have enough rubber mulch. Keith motioned to purchase additional mulch Not to Exceed $2,000.00 from AAA State of Play. Shirley 2 nd the motion.Ayes: Dale, Shirley, Keith, Nick and Brian. Passes: 5-0-1

 Sidewalk Replacement Update: Still in progress, weather permitting.

 Tree Removal: Still in progress. Still have a sycamore tree on Johnson Pyle that needs cut down, butneed to wait until leaves are gone.

 Trunk or Treat: October 26th, 1-2:30 p.m.

 Employee Report:

 Adjournment: Keith motioned to adjourn at 8:01 p.m. and Brian 2nd the motion. All Ayes. The next scheduledmeeting will be Thursday, November 7th, 2019.
