City of Galesburg Planning and Zoning Commission met Sept. 17.

Here is the minutes provided by the commission:

MEMBERS PRESENT: Roger Carlson, Greg Davis, Bill Johnson, Mark Lee, Leigh Nygard, 5.

MEMBERS ABSENT: Kyle Kelley, Stephen McKelvie, Neil Thomas, David Uhlmann, 4.

OTHERS PRESENT: Stephen Gugliotta AICP.

Chairman declared quorum present.

Approve Minutes of the August 20, 2019 meeting

Member Johnson moved to approve the minutes, seconded by Member Nygard.

Minutes were approved by voice vote.

Update Past Planning and Zoning Commission items

 Variance request of Section 152.070 (F) (3) to allow a 17 foot 6 inch rear yard setback instead of the required 25 foot setback, located at 1626 Monroe St. The P&Z Commission approved the variance and a building permit was issued on August 22, 2019.

 Zoning map amendment to go from I, Institutional to B1, Neighborhood Business, located at 555 N Kellogg St. At their September 3, 2019 meeting Council suspended the rules and approved the zoning amendment. Construction plans have been reviewed and responses received from the architect, they are now ready for construction permits to be issued.

 Ordinance amendment to allow the zoning of cannabis business establishments was approved by Council at their September 3, 2019 meeting.

 Ordinance amendment to modify the site plan approval process in a Comprehensive Planned Development & Office zoning districts and the drive through facility approval process. Council approved the amendments to the ordinance at their September 16, 2019 meeting.

PZ-19-0901 Public Hearing Variance request of Sections 152.031 (B) (5) and 152.067 (F) (2) to allow a 30% setback reduction, which would be 7 feet to the existing detached garage to allow the construction of a breezeway from the house toward the detached garage, located at 1495 N Farnham St.

Petitioner was present.

The Commission members considered the following items:

 The granting of the variance will not be detrimental to or endanger the public health, safety, morals, comfort or general welfare.

 The granting of the variance will not be injurious to the use and enjoyment of other property in the immediate vicinity, nor substantially diminish or impair property values within the adjacent area.

 The variance will not alter the essential character of the neighborhood.

 The Development Review Committee reviewed the proposed variance at their September 4, 2019 meeting and recommend approval

Member Lee moved, seconded by Member Johnson to approve the variance.

Ayes: Carlson, Davis, Johnson, Lee, Nygard, 5.

Nays: None.

Abstentions: None.

Chairperson declared the motion approved.

PZ-19-0902 Consider Excused absence of Member Davis from the August 20, 2019 meeting.

Member Nygard moved, seconded by Member Lee to approve the excused absence.

Excused absence was approved by voice vote.

There being no further business, the meeting adjourned at 7:07 p.m.
