City of Knoxville City Council met July 1.

Here is the minutes provided by the council:

Call to Order: Mayor Maurer called the Meeting to order at 7:00 PM.

All rose to recite the Pledge of Allegiance.

Roll Call: Present: Aldermen Benjamin, Eiker, Gruner, Hillier, Howard, Myers and Naslund; Mayor Maurer, Treasurer Bivens, Attorney McCoy, Chief of Police Poyner, Water Superintendent Johnson, and City Clerk Wilt. Absent: None. Also in attendance: one member of the press.

Public Comments: Alderman Benjamin, on behalf of event organizer Barb Slaton, presented the City with proceeds of $736.00 from the Fireworks Trivia night held on June 15.

Approval of Minutes: Alderman Eiker moved to approve the Minutes of the June 17, 2019 City Council Meeting; Alderman Benjamin seconded the motion which passed by voice vote with no dissent.

OLD BUSINESS

None.

NEW BUSINESS

1. Big Catz BBQ Request for Use of North Street Lot: Mayor Maurer reported that Big Catz BBQ is holding a Sunday Fun Day on July 21, 2019 as a fundraiser for a wheelchair swing for the park. They would like to use the City-owned lot north of their restaurant to set up inflatables for children to play on. Alderman Howard moved to approve the use of the lot as described. Alderman Hillier seconded the motion, which passed by voice vote with no dissent.

2. Knoxville High School Homecoming Parade Request: Alderman Myers moved to approve Resolution 2019-46 to hold the Knoxville High School Homecoming Parade on October 4, 2019. Alderman Benjamin seconded the motion, which passed by voice vote with no dissent.

3. 2019-2020 Appropriations: The 2018-2019 twelve month financial report was provided by City Clerk Wilt. The Council reviewed the report line by line and suggested any changes to the Appropriations. Attorney McCoy said that a draft ordinance with these new figures must be on display at City Hall and a notice announcing this action would need to be published at least 10 days prior to a hearing to vote on this ordinance. Alderman Myers moved to direct the Mayor to compile an appropriations ordinance for public inspection. Alderman Hillier seconded the motion, which was passed by voice vote with no dissent. A Public Hearing was set for Monday, July 22, 2019 at 7:00, to be immediately followed with a Special Meeting to vote on the ordinance.

Mayor’s Report:

 The next regularly scheduled meeting will be held on Monday, July 15, 2019 at 7:00 pm.

 The next Library Board meeting will be held on Tuesday, July 2, 2019 at 7:00 pm.

 The Economic Development Group has informed the City that the roof replacement for the Police Station is eligible be paid for in full with TIF funds.

 Volunteers are requested to pass donation cans at the July 4, 2019 fireworks display.

 Service Line Warranties of America has notified the City that they have partnered with seven plumbers in the area, including two in Galesburg. The City has contracted with Service Line Warranties of America to provide water and sewer line insurance to homeowners.

Committee Reports

 Administration: No report

 Economic Development: No report

 Parks: No report

 Police: Alderman Benjamin said that there is interest in putting in a dog park, and she suggested the west half of the city-owned lot west of the police station.

 Sanitation: Alderman Myers would like to consider a rate increase for sanitation. This will be placed on the July 15, 2019 agenda.

 Streets: No report

 Water/Sewer: No report

Adjourn: At 8:50 PM, Alderman Hillier moved to Adjourn the Meeting; Alderman Eiker seconded the motion which passed by voice vote with no dissent.
