West Central C.U.S.D. #235 Board of Education met May 15.

Here is the minutes provided by the board:

At the Wednesday, May 15, 2019, regular Board meeting of the West Central C.U.S.D. #235 Board of Education, the following items took place:

1. The meeting was called to order at 7:00 p.m.in the West Central Elementary School cafeteria by Board President Jodi Arnold. All Board members, including Wesley Stewart, Student Advisor to the Board of Education, were present at roll call. Also present were Superintendent Markey; Kathy Lafary, WCES Principal; Joe Peters, WCMS Principal; Jason Kirby, WCHS Principal; Andrea Frieden, WCES Assistant Principal; Shane Tucker, WCHS Assistant Principal; Melinda Frakes, Technology Coordinator; Nancy Clark, Board Secretary; and Matthew Stewart.

2. President Arnold led the audience in the Pledge of Allegiance.

3. Under Good News Items the following items were highlighted:

 Harrison Fisher competed in the Regional Special Olympics on Saturday, May 4, 2019. He ran the 1500 in 5:58 minutes and will advance to State in June. Congratulations, Harrison!

 Congratulations Drake Vancil, Lauren Winters, Bradon Annegers, and Molly Parsons for being selected for the IPA Student Recognition Breakfast, which was held at WIU.

 Mason Carnes, Ian Dunlap, Parker Meldrum, Landon Winters, and Trevor Warth qualified for the IESA State Track Meet in the 4x100 relay. Trevor Warth also qualified in the 100.

 Bailey Ryan qualified for the IESA State Track Meet in the 200.

 Kaiden Droste qualified for the IESA State Track Meet in the 100m, 200m, 400m, and long jump.

 The West Central FFA Livestock Judging team competed in the IL FFA State contest on Friday, April 26 on the University of IL Animal Sciences farm. The team placed 3rd out of 110 teams, and Spencer Jack was 1st place individual overall out of 577 contestants. Team members were Spencer Jack, Max Carnes, Dexter Ricketts, Brooke Harshbarger, and Clay Lafary.

 West Central High School Softball Team are the LTC Conference Champions.

 Sadie Lenz is the Sectional Triple Jump Champion.

The West Central Middle School Track team placed 2nd at the IESA State Track Meet in Peoria. Kaiden Droste placed first in the 100, 200, 400, and long jump.

The 4x100 team placed 8th. Trevor Warth finished 15th in the 100, and Bailey Ryan finished 19th in the 200.

4. The agenda was approved as presented with one addition:

5. The Board approved the Consent Agenda. Items approved under the Consent Agenda included the following:

 The minutes of the April 17, 2019, Regular Meeting and Closed Session,

 The minutes of the April 30, 2019, Special/Board Reorganization Meeting and Closed Session,

 The April 2019 bills, April 2019 building Activity Account Reports, the April 2019 Treasurer’s Report, and review of the District Financial Snapshot as presented,

 2019-2020 student fees as presented. All fees remain the same as the 2018-2019 fees with the exception of lunch prices. Lunch prices for Pre-K through 5th grade will increase $.05. Lunch prices for middle school and high school will increase $.10.

 Bids for milk (Anderson Erikson) and bread (Bimbo Bakeries) as presented,

 The Board’s continued membership in the Illinois Association of School Boards as presented,

 The WCES 2019-2020 School Improvement Plan as presented,

 The WCMS 2019-2020 School Improvement Plan as presented,

 The WCHS 2019-2020 School Improvement Plan as presented,

 The Summer 2019 Behind the Wheel Driver Education Program as presented,

 The final FY19 school calendar as presented,

 An agreement with McDonough District Hospital for a Student Random Drug Testing Program for the 2019-2020 school year as presented,

 The following proposed Board Policy revisions – Second Reading

1. Policy 2:20 – Powers and Duties of the Board of Education; Indemnification

2. Policy 2:40 – Board Member Qualifications (5-Year Review)

3. Policy 2:50 – Board Member Term Office (5-Year Review)

4. Policy 2:60 – Board Member Removal from Office (5-Year Review)

5. Policy 4:30 – Revenues and Investments

6. Policy 4:100 – Insurance Management

7. Policy 4:110 – Transportation

8. Policy 4:150 – Facility Management and Building Programs

9. Policy 4:160 – Environmental Quality of Buildings and Grounds

10. Policy 4:190 – Targeted School Violence Prevention Program – New

11. Policy 5:330 – Sick Days, Vacation, Holidays, and Leaves

12. Policy 6:15 – School Accountability

13. Policy 6:65 – Student Social and Emotional Development (5-Year Review)

14. Policy 8:95 – Parental Involvement (5-Year Review)

 Emijah Jones and Steven Wesley Stewart as Student Representatives to the Board of Education for the 2019-2020 school year as presented, and

 Designation of the old baseball scoreboard at West Central Middle School as surplus for the purpose of selling or disposing of it as presented.

6. The Board discussed attending the IASB School Board Conference in Chicago in November.

7. The Board discussed the replacement of the lockers in the Boys’ Physical Education and Athletic Locker Rooms at West Central High School.

8. The Board reviewed and heard reports from the building principals; Melinda Frakes, District Technology Coordinator; Shaila Ayer, District Psychologist and Special Education Director; and Shane Tucker, Athletic Director.

9. The Board approved the 2019-2020 school calendar as presented. This calendar will include a one-hour late start on Mondays when school is in session.

10. The Board did not enter into Closed Session.

11. The Board took the following action in regards to personnel:

 accepted the intent to retire of Deb Cole as a secretary at the end of the 2018-2019 school year with thanks for her service, and

 accepted the resignation of Scott Rhinehart as a WCHS Volunteer Bowling Coach effective May 6, 2019, with thanks for his service,

12. The next regularly scheduled meeting will be Wednesday, June 19, 2019 at 6:00 p.m. in the West Central Elementary library.

13. There being no other business to come before the Board, the Board adjourned their meeting at 7:49 p.m.
