Warren County Board met June 20.

Here is the minutes provided by the board:

At the special meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Tuesday, June 20, 2019, at 6:00 pm the following members were present:

PRESENT:

Honorable William Reichow

Tim Bresnahan

Dan Byers

Sean Cavanaugh

Dave Greenlief

Steve Hawkins

David Jenks

Michael McVey

Michael Pearson

Mark Richardson

Lyman Schar

William Thompson

Robbie Way

ABSENT: Cole, Ockert, Winkler

CLERK: Tina M. Conard

The chair declared a quorum present and the meeting was opened for business.

MATT MARTIN, CAPITAL POWER

Mr. Martin spoke about the wind project and the variances on three properties. The owners requested the towers on property line so a variance is being requested. Mr. Thompson asked about their decommissioning plan. Mr. Martin explained their guarantee and has entered into the required restoration agreement. Kyle Berry, Attorney for Capital Power also spoke on the financial security of the decommissioning.

Mr. Arteaga asked about standing on litigation if they sell Cardinal Point.

RESOLUTION #21-18-19

Approval of Cardinal Point LLC’s application for variances to certain

setback requirements in Wind Farm ordinance

Mr. Pearson made a motion to approve Cardinal Point variance requests in the foregoing resolution. Mr. Cavanaugh seconded the motion and the following vote was taken:

Ayes:Byers, Cavanaugh, Greenlief, Hawkins, Jenks, McVey, Pearson, Reichow, Richardson, Schar, Thompson, Way, Bresnahan

Nays:None

Absent: Cole, Ockert, Winkler

The chair declared the motion carried.

ADJOURN

Mr. Bresnahan made a motion to adjourn the Special County Board Meeting. Mr. Way seconded the motion and on a voice vote the meeting was adjourned until 9:30 am on Wednesday, September 18, 2019, for the regular Warren County Board Meeting.
