City of Galesburg City Council met July 1.

Here is the minutes provided by the council:

Called to order by Mayor John Pritchard at 6:30 p.m.

Roll Call #1: Present: Mayor John Pritchard, Council Members Bradley Hix, Corine Andersen, Peter Schwartzman, Wayne Allen, and Larry Cox, 6. Absent: Council Member Wayne Dennis and Hillery, 2. Also present were City Clerk Kelli Bennewitz, City Manager Todd Thompson, and City Attorney Bradley Nolden. Mayor Pritchard declared a quorum present.

The Pledge of Allegiance was recited.

Council Member Hillery entered the meeting at 6:31 p.m.

Council Member Andersen moved, seconded by Council Member Allen, to approve the minutes of the City Council meeting from June 17, 2019.

Roll Call #2:

Ayes: Council Members Hix, Hillery, Andersen, Schwartzman, and Allen, 5.

Nays: None

Absent: Council Member Dennis, 1.

Abstain: Council Member Cox, 1.

CONSENT AGENDA #2019-13

All matters listed under the Consent Agenda are considered routine by the City Council and is enacted by one motion.

Approve the invoice from Municipal Energy Services (MES) in the amount of $5,644.42 for the annual testing and repairs of the existing Scott SCBA’s for the Fire Department.

Approve bills in the amount of $527,654.58 and advance checks in the amount of $208,889.89.

PASSAGE OF ORDINANCES AND RESOLUTIONS

Council Member Andersen moved, seconded by Council Member Hillery, to approve Special Ordinance 19-579 on final reading to approve acceptance of property donation located at 120 East Main Street.

Council Member Hillery moved, seconded by Council Member Cox, to approve Ordinance 19-3586 on final reading to amend the regular meeting time of the Galesburg City Council from 6:30 p.m. on the first and third Monday of each month, to 5:30 p.m. on the first and third Monday of each month.

Council Member Hix moved, seconded by Council Member Hillery, to approve Ordinance 19-3587 on final reading to reduce the parking restriction on the west side of Harrison Street, just south of Fremont Street, from 150 feet to 125 feet.

Ordinance on first reading amending Section 152.073 (C) of Chapter 152 of the Galesburg Municipal Code to allow a financial institution as an accessory use to a hospital or clinic in an Institutional (I) zoning district.

Council Member Allen moved, seconded by Council Member Cox, to approve Resolution 19-14 authorizing the transfer of funds from the TIF District II fund to the TIF IV fund for a change order for the demolition of the former Twin West Cinema, located at 50 South Prairie Street, in the amount of $131,565.

BIDS, PETITIONS AND COMMUNICATIONS PUBLIC COMMENT

CITY MANAGER’S REPORT

A. Special Events:

a. Use of Lake Storey Park and Allison Campground on July 4, 2019, for the Big Bang

Boom fireworks display.

b. Use of Voyles Field by Galesburg Youth Baseball for the Cal Ripken State Tournament

on July 11-14, 2019.

c. Use of Lake Storey Park on August 17-28, 2019, for Galesburg Heritage Days.

d. Use of the Galesburg Municipal Airport on August 20-September 9, 2019, for the

National Stearman Fly-In.

Police Chief Dave Christensen reported that the City will be providing additional resources and staffing during the 4th of July holiday (day before and after). He also noted that as of June 15th, a total of 25 calls have been made for fireworks to the PSB, which is down from previous years. He reiterated that the holiday is very labor intensive for his staff but that they will be issuing $75 tickets to those that are found to be setting off fireworks illegally.

The City Manager stated that a press release will be issued about the holiday, fireworks noise and safety.

City Manager Thompson also gave a brief report on the state capital bill, specifically pertaining to Route 150 within the City. He stated that the project, West Main Street from the overpass to Grand Avenue, as well as Grand Avenue itself, has been in the capital plan since 2009. Mayor Pritchard noted that details regarding the bill and spending should be revealed soon.

MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.)

Council Member Allen moved, seconded by Council Member Cox, to approve change orders for the Twin West Cinemas demolition project in the amount of $131,565.

Council Member Cox moved, seconded by Council Member Allen, to approve an annual maintenance agreement with MaxGalaxy, a sole source provider, for recreation software in the amount of $9,300. Locations using the software include Lakeside and all concessions throughout the City.

Council Member Allen moved, seconded by Council Member Hix, to approve a professional services agreement with Prairie Forge Group to complete bid documents for constructing a new Street Division Office/Sign Shop and rehabilitate the existing storage building in the total amount of $64,475.

Council Member Cox moved, seconded by Council Member Hillery, to approve the quote from Traffic Control Corporation, a sole source provider, for a new controller cabinet and controller for the intersection of Academy Street and West Main Street in the amount of $16,989.

Trustee Allen moved, seconded by Trustee Hillery, to resume sitting as the City Council. The motion carried by voice vote.

CLOSING COMMENTS

Council Member Cox expressed his sympathies to the family of Bob Davison on his recent passing. He was a long time City employee serving as Park Superintendent.

Council Member Schwartzman stated that it has been announced that Dennis Clark, Railroad Days organizer, will be stepping down. He hopes this is an opportunity for someone in the community to step up and run the festival. He also noted that there was an incident the first night of Railroad Days this year and has heard that many youth do not feel safe attending. He hopes this can be fixed and that the community needs to support our youth and their activities. He would like to see all resources of the City used, as well as volunteer civic organizations, to help with the safety of the festival in the future.

Council Member Andersen stated that the capital bill also includes designated funding for libraries and hopes that Galesburg could receive funds for a new building soon.

Council Member Hix commended the staff at the Water Treatment Plant after touring the facility and meeting the supervisor and his staff. With the water level issues this year, they were able to keep the plant operational for the community.

Mayor Pritchard reminded everyone about practicing safety if they will be using fireworks and invited the community to come out to Lake Storey for the free fireworks display at dusk on the 4th.

Council Member Cox moved, seconded by Council Member Hillery, to adjourn into Executive Session at 7:06 for the purpose of discussing personnel and approval of the minutes from the June 17, 2019, executive session meeting (5 ILCS 120/2 (c) (1) and (21).

During the Executive Session, Council Member Allen moved, seconded by Council Member Cox, to adjourn the Executive Session at 8:05 p.m.
