Called to order by Mayor John Pritchard at 6:30 p.m.
Roll Call #1: Present: Mayor John Pritchard, Council Members Bradley Hix, Lindsay Hillery, Peter Schwartzman, and Wayne Allen, 5. Absent: Council Member Wayne Dennis, Corine Andersen, and Larry Cox, 3. Also present were Deputy City Clerk Ericka Welch, City Manager Todd Thompson, and City Attorney Bradley Nolden. Mayor Pritchard declared a quorum present.
The Pledge of Allegiance was recited. Semenya McCord gave the invocation.
Council Member Allen moved, seconded by Council Member Hillery, to approve the minutes of the City Council meeting from June 3, 2019.

PUBLIC COMMENT
Rodney Miller addressed the council regarding a notice he received from the City for tall grass at his property. He stated that he has never received a notice for tall grass and does not believe that his grass was over twelve inches. Miller mentioned several adjacent properties in his neighborhood with tall weeds that never get mowed. Miller also stated that with all of the rain that we have had, the City should not be sending out notices for tall grass.
Dennis Clark, Railroad Days, gave a brief history of the growth of the festival over the past fifteen years and stated this will be his last year running the event. He offered several suggestions to help the festival to continue to grow and be successful. Clark thanked the Council, City Clerk and City staff for all of their support and hard work.

b. Use of City Streets on July 25, 2019 for the Taste of Galesburg.
Council Member Schwartzman requested information regarding what efforts will be made by the Police Department to handle noise complaints for fireworks around the 4t h of July holiday. City Manager Thompson stated he would meet with the Police Chief Christensen and provide information to the council regarding this matter at the next council meeting.

CLOSING COMMENTS
Council Member Allen thanked Dennis Clark for all of his time and effort put towards Railroad days and encouraged citizens to come out and support the event. He also stated that the Council and staff have been discussing acquiring the property at 120 East Main Street for some time and is glad to see this moving forward.
Council Member Schwartzman also commended Dennis Clark for all of his efforts on Railroad Days. He also recognized Fire Chief Simkins for taking his personal time to mow Full View Point Park over the weekend.
Council Member Hix also thanked Dennis Clark for Railroad Days and encouraged people to attend.
Mayor Pritchard stated that he is glad the City moved forward on the purchase of the property at 120 East Main Street in efforts to save and preserve the building.
Council Member Schwartzman moved, seconded by Council Member Allen, to adjourn into Executive Session at 7:21 p.m. for the purpose of discussing personnel and approval of the minutes from the May 20, 2019, and June 3, 2019 executive session meeting (5 ILCS 120/2 (c) (1) and (21).
