City of Galesburg City Council met June 3.

Here is the minutes provided by the council:

Called to order by Mayor John Pritchard at 6:30 p.m.

Roll Call #1: Present: Mayor John Pritchard, Council Members Bradley Hix, Wayne Dennis, Lindsay Hillery, Peter Schwartzman, Wayne Allen, and Larry Cox, 7. Absent: Council Member Corine Andersen, 1. Also present were City Clerk Kelli Bennewitz, City Manager Todd Thompson, and City Attorney Bradley Nolden. Mayor Pritchard declared a quorum present.

The Pledge of Allegiance was recited.

A moment of silence was observed in lieu of an invocation.

Council Member Dennis moved, seconded by Council Member Hillery, to approve the minutes of the City Council meeting from May 20, 2019.

Ayes: Council Members Hix, Dennis, Hillery, Schwartzman, Allen, and Cox, 6.

Nays: None

Absent: Council Member Andersen, 1.

CONSENT AGENDA #2019-11

All matters listed under the Consent Agenda are considered routine by the City Council and is enacted by one motion.

19-2011

Approve Resolution 19-12 accepting a grant from the Illinois Housing Development Authority’s Abandoned Residential Property Municipal Relief Program in the amount of $37,000.

19-2012

Approve MFT Maintenance Resolution 19-2012 for resurfacing West Losey Street, East Losey Street, Monmouth Boulevard, and Lincoln Street, in the amount of $650,000.

19-4064

Approve a contract with PDC Laboratories Inc. in the amount of $3,821.50 to provide professional services during the period of July 1, 2019, through June 30, 2020.

19-4065

Approve the annual updated Investment Policy.

19-4066

Approve the termination of a redevelopers agreement with the owners of the property at 2118 East Main Street.

Approve bills in the amount of $589,787.83 and advance checks in the amount of $554,142.21.

PASSAGE OF ORDINANCES AND RESOLUTIONS

Ordinance on first reading rezoning from Institutional (I) to Neighborhood Business (B1) for the lot east of 627 North Seminary Street.

Council Member Andersen entered the meeting at 6:33 p.m.

Ordinance on first reading amending Section 113.043 (A) of the Galesburg Municipal Code regarding the limitation on the number of Class A liquor licenses.

BIDS, PETITIONS AND COMMUNICATIONS PUBLIC COMMENT

CITY MANAGER’S REPORT

A. Special Events

a. Use of Lincoln Park on June 8, 2019, for Bark in the Park.

b. Use of Lincoln Park on August 2, 2019, for DD Homes Network Employee

Appreciation Event.

c. Use of Lake Storey Park on September 2, 2019, for IBEW 34 Labor Day Picnic.

d. Use of Kiwanis Park on September 6, 2019, by KWAKE Radio for a music festival.

Council Member Schwartzman asked about the schedule of budget meetings and a possible strategic planning session for the Council. He also noted for the public that the newly adopted Comprehensive Plan and Master Parks & Recreation Plan are both on the City’s website. City Manager Thompson stated that he would envision a strategic planning session in July or August. He will also verify that the Heart & Soul Plan is on the website as well.

MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.)

Council Member Allen moved, seconded by Council Member Schwartzman, to approve the lease agreement with Trillium Dell, LLC for a portion of the Armory building located at 149 North Broad Street for storage and assembly of timber frame works. The lease is for a 48- month period for a total of $48,000. It was clarified that Trillium Dell will be making the recommended improvements to the drill floor.

Council Member Cox asked if this lease would prohibit the possible use of the north side. City Manager Thompson stated that it could be made available, along with the parking lot, but a code study would likely need to be done.

Council Member Allen moved, seconded by Council Member Schwartzman, to approve an architectural services agreement with EA Architecture & Design Inc. for proposed renovations to the Armory building located at 149 North Broad Street in an amount not to exceed $19,000.

Council Member Dennis moved, seconded by Council Member Hix, to approve a site plan for Phase 41 of the Hawthorne Centre Comprehensive Planned Development District for a proposed 2,089 square foot addition to the Galesburg Hospitals Ambulance Services facility.

Council Member Hillery moved, seconded by Council Member Cox, to approve an agreement with the Illinois Association of Chiefs of Police to provide assessment center services during the search for the next Chief of Police in the amount of $6,000.

Council Member Allen moved, seconded by Council Member Cox, to approve a settlement agreement Lisa Wilson and her attorneys in the amount of $100,000, with a full and general release.

Council Member Allen clarified that there was no vote in Executive Session for this item and that Council can only vote on items in an open Council meeting.

Council Member Allen moved, seconded by Council Member Hillery, that the City Council sit as the Town Board. The motion carried by voice vote.

Trustee Allen moved, seconded by Trustee Hix, that the Town Board resume sitting as the City Council. The motion carried by voice vote.

CLOSING COMMENTS

Council Member Hix thanked Park Superintendent Don Miles and his staff for their work and upkeep on the grass and weeds due to the rainy season.

Council Member Schwartzman reiterated to the public that the Comprehensive Plan and the Master Parks & Recreation Plan are on the City’s website. He encouraged citizens to let the Council know, especially the newest Council Members, their thoughts on the plans. Each plan has many ideas and feedback is very important from the community.

Council Member Schwartzman also reported that on April 12th a press release was sent out regarding the City’s new Public Service Request System, which enables citizens to report problems or issues to the City from any browser, smartphone or tablet. This system will track the history of citizen requests, responses, and any follow-up communication that is requested. Citizens may also choose to submit issues anonymously and can include photos. He noted that if citizens submit their email addresses, they are kept completely confidential.

Mayor Pritchard stated that he had the privilege of joining in the Memorial Day Parade and remarked how amazed he is with the Honor Guard and how they conducted themselves that day. He noted that most of them are an average age of 75 and walked the parade in the rain and then stayed for the ceremony that followed. He thanked them for their service to our country and to our community.

Council Member Cox moved, seconded by Council Member Allen, to adjourn into Executive Session at 6:58 p.m. for the purpose of discussing litigation and approval of the minutes from the May 20, 2019, executive session meeting (5 ILCS 120/2 (c) (11) and (21).
