City of Dallas City Council met May 22.

The Dallas City City Council held its regular meeting at 5 p.m. In the absence of Mayor Kevin Six, Finance Commissioner Lila Gittings called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.
Others attending the meeting were Anne Thompson, Michelle Gold, Tami Kaminski, Chris Classen, Kenny Foster, and Mariah Wallace.
A motion was made by Newberry, and 2nd by Olson to accept the minutes of the May 8, 2019, meeting. Gittings, Newberry, and Olson AYE. Northup ABSTAIN.
Michelle Gold and Tami Kaminski appeared on behalf of the Dallas City Pride Committee. They updated the council on their plans for this year's celebration. They asked where things stood with getting a liquor license for the celebration. The city clerk explained that the State of Illinois offers a Special Event Retailer's Liquor License for a $25 fee. He has contacted both the Illinois Liquor Control Commission and the city's insurance carrier about this. Both have told him that the Special Event Retailer's Liquor License has to be in the same name as the liquor liability insurance. Therefore, since the liquor liability insurance is in the city's name, the Special Event Retailer's Liquor License is also going to have to be in the city's name. The application for the license has been completed, and Mayor Six is planning on taking it and the other required items to Springfield to get the license.
Mrs. Kaminski asked about having the sewer portion of her water bill deducted for the water that is used to fill a swimming pool. The council informed her that this isn't something that the city allows.
Discussed things that have been taking place at Knapp's Park and having the police department start to enforce the 10 p.m. curfew time.
Chris Classen reported that all of the lift stations, except the one at the old sewer plant, are back to operating. The one at the old sewer plant can't be used until the Mississippi River level is below 18.5 feet. When the river is below this level, it will then have to be vacuumed out due to it being plugged with things like diapers, baby wipes, etc.
Discussed putting some kind of trap in the sewer line to help keep the lift stations from getting plugged.
A motion was made by Northup, and 2nd by Olson to approve, in tentative form, Ordinance #649, the Ordinance for Appropriations for the May 1, 2019, to April 30, 2020, fiscal year. Gittings, Newberry, Northup, and Olson AYE.
A public hearing on the above mentioned appropriations ordinance will be held on June 26, 2019, at 5 p.m. at the city hall.
The city attorney reported on nuisance ordinance violations that she is working on.
