City of Dallas City Council met May 8.

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, and Greg Olson. Harold Northup Jr. was absent.
Others attending the meeting were Anne Thompson, Chris Greenhalge, Doris Harman, Matt Miller, and Gary Smith.
A motion was made by Newberry, and 2nd by Olson to accept the minutes of the April 24, 2019, meeting. Gittings, Newberry, and Olson AYE. Northup ABSENT.
A motion was made by Olson, and 2nd by Gittings to pay bills. Gittings, Newberry, and Olson AYE. Northup ABSENT.

A motion was made by Gittings, and 2nd by Newberry to accept the results of the Official Canvass of the Consolidated Election that was held April 2, 2019. Gittings, Newberry, and Olson AYE. Northup ABSENT.

The meeting was adjourned at 5:05 p.m.
The regular meeting of the new city council was opened at 5:05 p.m. The newly elected mayor and commissioners previously took their Oath of Office at the April 10, 2019, meeting.
The Illinois Statutes require the Council, by majority vote, to designate one commissioner to be Commissioner of Accounts and Finances; one to be Commissioner of Public Health and Safety; one to be Commissioner of Streets and Public Improvements, who ex-officio shall be Commissioner of Public Works; and one to be Commissioner of Public Property.
Mayor Six recommended that each of the elected commissioners keep the same position as they held during the last term. A motion was made by Gittings, and 2nd by Olson to designate Lila Gittings Commissioner of Accounts and Finances, Harold Northup Jr. Commissioner of Public Health and Safety, Greg Olson Commissioner of Streets and Public Improvements, who ex-officio shall be Commissioner of Public Works, and Esther Newberry Commissioner of Public Property. Gittings, Newberry, and Olson AYE. Northup ABSENT.
Discussed the meeting dates and time of future city council meetings. A motion was made by Newberry, and 2nd by Olson to hold the city council meetings on the 2nd and 4th Wednesdays of each month at 5 p.m. at the city hall. Gittings, Newberry, and Olson AYE. Northup ABSENT.
A motion was made by Gittings, and 2nd by Olson to retain the services of Capps, Ancelet, Icenogle, and Wallace as the city's attorney. Gittings, Newberry, and Olson AYE. Northup ABSENT.
Anne Thompson asked about dogs that have been running at large. Both Hancock County and Henderson County have an Animal Control Officer that needs to be contacted if a loose dog is seen running at large.
Chris Greenhalge discussed the city's website and possibly taking over as the host. Currently, Eric Dooley is the host for the city's website, but when there is a problem, it is extremely difficult to get in contact with him. It was decided to let Mr. Greenhalge proceed with taking over as the host for the city's website. He will get together with the city clerk to work things out.
Matt Miller discussed the city's ordinances and asked where he could get a copy of them. Mr. Miller was informed that the city's ordinances are located at the city clerk's office, and he could get copies by requesting them from the city clerk.
Police Chief Gary Smith gave the police report for April 2019. He issued 18 Non-Highway Vehicle Use permits. Officer Dausch has completed his mandatory refresher course with the Illinois Law Enforcement Training and Standards Board. Chief Smith is working on completing the update for the Rules, Policy, and Procedures Manual.
Mayor Six discussed the trees that are on the city's property around the water tank. He would like to get in touch with some timber buyers and get their opinions on whether or not there are some of these trees that would be worth logging. If they feel that there are some worth logging, Mayor Six suggested selling the trees and possibly using the money to help build a community center.
Mayor Six reported that the Illinois Department of Corrections brought some inmates to town last week to help fill sand bags. There were also 6th, 7th, and 8th graders from the Dallas Elementary School and members of the Illini West High School's Git R Done Club that helped with sandbagging. The council would like to “THANK” everyone that helped sandbag and Casey's, Circle K, and an anonymous person for donating pizza, drinks, cups and other food to feed these inmates and students while they helped sandbag.
Discussed a garbage problem at a residence in town.
Discussed a problem with vehicles speeding on East Fourth Street.
Mayor Six and Police Chief Smith attended the Village of Lomax's meeting this week. The Village of Lomax asked if the city would be interested in renewing the police contract that we previously had with them where we would provide police services to them for a fee. Chief Smith is going to work on a possible proposal. The Village of Lomax also asked if the city would be interested in selling them our police truck if we purchased a new police vehicle. This will be discussed more at the next meeting.
Discussed the ditch along the east side of Leinbaugh Street south of the railroad tracks. This will be discussed more at the next meeting.
A motion was made by Olson, and 2nd by Newberry to pass Ordinance #648, An Ordinance Concerning Domesticated Animals Within the City of Dallas City. Gittings, Newberry, and Olson AYE. Northup ABSENT.
The city engineer has informed the mayor that the contractor responsible for fixing the portion of East Fourth Street where the sewer project work was recently done is planning on doing this work as soon as the weather warms up.
Discussed the ongoing flooding. Mayor Six reported that we still have several thousand sandbags left and that the Illinois Department of Correction's inmates are also available if their help is needed again.
