City of Dallas City Council met April 24.

Here is the minutes provided by the council:

The Dallas City City Council held its regular meeting at 5 p.m. Mayor Kevin Six called the meeting to order with the following commissioners present: Lila Gittings, Esther Newberry, Harold Northup Jr., and Greg Olson.

Others attending the meeting were Anne Thompson, Doris Harman, Rhonda Woolverton, Tammi Kaminski, Michelle Gold, Chris Classen, Doug Erickson, and Gary Smith.

A motion was made by Olson, and 2nd by Northup to accept the minutes of the April 10, 2019, meeting. Gittings, Newberry, Northup, and Olson AYE.

Tammi Kaminski and Michelle Gold discussed the plans for the upcoming celebration this summer. Discussed closing the water salesman for 2 days during the celebration. Discussed allowing the Celebration Committee to use the police garage during the this year's celebration and future celebrations so that they would have access to electricity. In return, the Celebration Committee has discussed possibly trying to help the city with the cost to get the new garage wired.

Rhonda Woolverton discussed the condition of the cemetery. Anne Thompson also discussed the tall weeds around the cemetery.

Doug Erickson discussed the sewer project. He presented the council with Pay Estimate #7 to Insituform Technologies USA, LLC, in the amount of $32,302.71 and an invoice for Benton & Associates in the amount of $16,902.46 for engineering fees.

Discussed the laterals that were grouted in error by the sub-contractor. The regular price for grouting a lateral is $396.70, but the sub-contractor has agreed to do the 37 laterals that were done in error for $250 each. A motion was made by Newberry, and 2nd by Olson to pay the sub-contractor $250 each for the 37 laterals that were grouted in error. Gittings, Newberry, Northup, and Olson AYE.

Discussed the street changes that are going to have to be made as a result of the CGB Enterprises Inc., expansion project. Due to the high river levels that we have recently had and the predicted high levels in the near future, it appears that this expansion project will not be completed in 2019.

Chris Classen reported that a gasket went out of the lawn mower. The estimated cost to fix the gasket is approximately $400. The current mower is about 6 years old. Melton's Auto has quoted the city a price of $10,199 for a new mower, less a $4,000 trade-in allowance for the old mower plus a municipal discount. A motion was made by Gittings, and 2nd by Newberry to purchase a new mower from Melton's Auto for $10,199, less a $4,000 trade-in allowance and municipal discount. Gittings, Newberry, Northup, and Olson AYE.

Police Chief Gary Smith discussed some projects that are ongoing.

Ryan Thompson asked about the old Legion Hall. He also discussed the CGB Enterprises Inc., expansion project and fire hydrants.

Discussed having the city supply trash pickup for residents, not businesses, and adding a fee for this to their water bills. The city has not gotten bids yet from the companies that provide trash pickup services to Dallas City.

Discussed proposal from Land & Water Vegetation Control for the spraying of weeds and other

vegetation control around city property. The proposed cost for around the city cemetery fence, along Oak Street, along the guard rails west of the old high school, around the bridges on First Street, and around the city's maintenance buildings is $391. The proposed cost for around the sewer lagoon is $350. A motion was made by Newberry, and 2nd by Olson to accept both proposals from Land & Water Vegetation Control for a total of $741. Gittings, Newberry, Northup, and Olson AYE.

Discussed making a bereavement leave policy for city employees. A motion was made by Newberry, and 2nd by Olson to allow a city employee 3 days paid leave when bereavement involves the employee's spouse, child, grandchild, parent or step-parent, grandparent, or brother/sister. The city employee must attend the funeral, or he will not be paid. Gittings, Newberry, Northup, and Olson AYE.

It was reported that the city's digital read water reader is no longer working and can not be repaired due to the fact that parts are no longer made for the model that the city has. Midwest Meter has estimated the cost of a new machine, that is the same type of maching as the one that the city now has, is $22,000. They recommend that a city of our size, with the number of water meters that we have, use a tablet and receiver. The estimated cost for a new tablet, receiver, and software is $12,500. The annual maintenance fee for either option is $960. A motion was made by Northup, and 2nd by Olson to purchase a new tablet, receiver, and software from Midwest Meter for $12,500 plus the $960 annual maintenance fee. Gittings, Newberry, Northup, and Olson AYE.

Mayor Six discussed attending a legislative meeting in Springfield, Illinois, on May 1, 2019. A motion was made by Gittings, and 2nd by Olson to allow Mayor Six to attend the legislative meeting in Springfield on May 1, 2019. Gittings, Newberry, Northup, and Olson AYE.

Discussed the updated list of streets that are scheduled to be oiled and chipped this year. The estimated cost to do the updated list is $73,345. A motion was made by Newberry, and 2nd by Olson to add $30,000 to the original 2019 Motor Fuel Tax Resolution and make the motor fuel tax resolution for the maintenance of the city's streets in 2019 in the amount of $80,000. Gittings, Newberry, Northup, and Olson AYE.

A motion was made by Northup, and 2nd by Olson to adjourn the meeting. Gittings, Newberry, Northup, and Olson AYE.

The meeting was adjourned at 6:40 p.m.
