City of Galesburg Planning and Zoning Commission met April 23.

MEMBERS PRESENT: Roger Carlson, Greg Davis, Kyle Kelley, Stephen McKelvie, Leigh Nygard, Neil Thomas, David Uhlmann, 7.
MEMBERS ABSENT: Bill Johnson, Mark Lee, 2.
OTHERS PRESENT: Stephen Gugliotta AICP and Wayne Carl – Director of Planning & Public Works.
Chairman declared quorum present.
Approve Minutes of the February 19, 2019 meeting
Member Thomas moved to approve the minutes, seconded by Member Uhlmann.
Minutes were approved by voice vote.
Update Past Planning and Zoning Commission items
Sign variance was granted to allow a pole sign at 21 foot 6 inches in height instead of the allowed 20 feet, located at 1581 East Main Street. PIN 99-11-481-025.

PZ-19-0401 Public Hearing Preliminary and Final Plat of the Sandburg Mall Subdivision No 8.
Petitioner was present.
The Commission members considered the following items:
The subdivision is in compliance with the Development Ordinance and could potentially allow additional development to take place within the community;
The owner and potential purchasers of the new lots are aware the unpaid property taxes need to be paid before the subdivision plat can be recorded at the county;
It was also mentioned the updated Declaration of Easements will also be recorded at the same time as the subdivision plat;
The Development Review Committee reviewed the proposed subdivision plats at their April 10, 2019 meeting and recommend approval of the plat and waiver of public sidewalk installation.
Member Thomas moved, seconded by Member McKelvie to recommend approval of the Preliminary and Final Plat of the Sandburg Mall Subdivision No 8 with the waiver of the public sidewalk installation.

PZ-19-0402 Public Hearing Consider a site plan of Phase XXV (25) of the Sandburg Mall Comprehensive Planned Development District.
Petitioner was present.
The Commission members considered the following items:
The CPD site plan is in compliance with the Development Ordinance in regards to the purpose of site plan reviews;
The Development Review Committee reviewed the proposed CPD site plan at their April 10, 2019 meeting and recommend approval.
Member Thomas moved, seconded by Member Carlson to recommend approval of the CPD site plan XXV.
