Galesburg/Knox County Emergency Telephone Systems Board met Feb. 21.

A regularly scheduled meeting of the Galesburg/Knox County Emergency Telephone Systems Board (E.T.S.B) was held on Thursday, February 21, 2019 at 9:00 a.m. in Police Chief David Christensen’s office at the Public Safety Building, 150 South Broad Street, Galesburg, Illinois.

PRESENT: Police Chief David Christensen – E.T.S.B. Chairman, Fire Chief Tom Simkins – E.T.S.B. Vice Chairman, Knox County Sheriff Dave Clague, Richard Springer – G.H.A.S., Jared Hawkinson – Knox County Board Member, Sid Carlson – Member-at-Large, Nate Clark and Lyle Little - Motorola Representatives, Amanda Jennings – 911 Coordinator, Cameron LeMaster – Information Systems Technician and Jenni Moser – Secretary II.

PUBLIC: None

ABSENT: Timothy Robbins of Western Illinois Firefighters Association (WIFA) member, John Kuelper- member at larger, and Robin Davis – Knox County Treasurer

MEETING CALLED TO ORDER: 9:00 a.m. by Chairman Christensen. A quorum was declared. Board Member Clague motioned to approve the minutes of the December 20, 2018 meeting. Board Member Simkins gave a second. All were in favor.

APPROVE:

FINANCIAL REPORT: The current fund balance is $1,817,742.09. Liabilities:

January $11,953.10 February $86,453.08

Member Springer motioned to approve the Financial Report and the Bills. Member Simkins seconded the motion. Motion approved.

Discussion was held regarding the number of outbound calls dispatch also makes. The number of incoming calls increased mostly due to the weather.

Item #2 Equipment/Updates

• 2018 Annual 9-1-1 Report was submitted.

• Mapping (State Grant and local mapping update): Amanda stated multiple counties are working together with WIU GIS Chad Sperry on a Next Generation 9-1-1 Grant for mapping purposes. Fulton County took the lead on the project. The grant has been submitted. The State has slated $25,000 per agency in a grant opportunity for mapping updates. 911 calls will be routed by GIS data in the future. Through this project, they are hoping to ensure boundaries are clean and possibly adding a layer for parks and campgrounds. The total quote for Knox County updates from WIU is $46,502.

o An additional mapping project is to update our County map books.

Item #3 Communications Center

• Dispatch has been fully staffed for 2 months

• Training:

o Customer Service for Public Safety

o Disaster Operations in the Comm Center o Mental Health & De-Escalation

o TacticalDispatching

o MABAS Conference

• Amanda stated that 4 Dispatchers attended the Mental Health Intervention & De-Escalation Training on November 29, 2018.

Member Hawkinson inquired about the upcoming CAD project. Amanda advised research is currently being done. This project will require extensive planning. Member Hawkinson suggested the Board starts preparing for this expense now to ensure there are enough funds to cover E.T.S.B.’s portion. Amanda is hoping to have more solid figures this summer.

NATE CLARK – Motorola

The replacement comparator for the voter system was installed.

One of the new radio console computers went down, but is under warranty. Thanks to Cameron for cloning the spare. It made replacing it much faster.

The Starcom consolettes are programmed and ready for installation.

New cable was installed in preparation for the 4th radio position.

TOM SIMKINS - E.T.S.B. Vice Chairman

GFD has responded to several fires recently.

TIM ROBBINS – WIFA N/A

JARED HAWKINSON – Knox County Board

He was excited to remain as the E.T.S.B. member representing the County Board.

Discussion was held regarding the Oneida-Wataga Fire Department and A.O.W. Ambulance Service.

SID CARLSON – Member at Large N/A

RICHARD SPRINGER – G.H.A.S. N/A

DAVE CHRISTENSEN – E.T.S.B. Chairman/Police Chief N/A

DAVID CLAGUE – Knox County Sheriff

The Jail is replacing the control system. The project started on Monday and could take up to six weeks to complete.

Discussion was held on the phone outage from November 2018.

JOHN KUELPER - General Member-at-Large N/A

NEW BUSINESS

1. Dispatch cleaning

Two quotes were received for cleaning services in the Dispatch center. Communications Center Specialists submitted the lowest bid of $1,600. They use low toxic cleaning supplies, quiet vacuum, do minor repairs to equipment and specialize in dispatch centers.

Board Member Hawkinson motioned to approve the bid from C.C.S. in the amount of $1,600. Board Member Carlson gave a second. All were in favor.

2. Spare Radio Equipment

Currently do not have spare replacement cards for the voting system. A quote was submitted by Supreme Radio in the amount of $1,505.44 for 2 cards.

Board Member Carlson motioned to approve the purchase of spares for the voting system. Board Member Clague gave a second. All were in favor.

3. Telecommunication Week

Discussion was held on Telecommunications Week, April 14 – 20th. Activities will be planned for each day. Similar events are also planned including the banquet with training and awards. All members were supportive.

4. Telecommunications

The Board held discussion on options for phone providers.

Board Member Clague motioned to investigate options and pursue negotiations with legal counsel reviewing any contracts.

Board Member Carlson gave a second. All were in favor.

Public Comments None

Board Member Carlson moved to adjourn the meeting which was seconded by Board Member Hawkinson. All approved adjournment.
