City of Monmouth City Council met February 19. 

Here is the minutes as provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE


      Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

      City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Justin Thomas, Dave Rutledge, Brian Daw, Bob Wells, Juan Pinedo and Dan Heatherly 

Absent: Alderwoman Susan Twomey Also Present: Mayor Rod Davies, City Administrator Lew Steinbrecher, City Clerk Susan S. Trevor, City Attorney Marcum Spears, MFD Chief Casey Rexroat, MPD Chief Joe Switzer, Woodard and Curran Public Works Director Andy Jackson, IT Director Ken Helms and Building and Zoning Director Joe Clark.

III. APPROVAL OF MINUTES

      A. Approval of the February 4, 2019 Council Meeting Minutes

             It was moved by Alderman Wells and seconded by Alderman Pinedo to approve the February 4, 2019 Council Meeting Minutes as presented. AYE: Aldermen Thomas, Rutledge, Aldermen Daw, Wells and Pinedo NAY: none PASS: Alderman Heatherly

ABSENT: Alderwoman Twomey MOTION CARRIED.

IV. PRESENTATION TO THE COUNCIL

      A. Presentations or Citizen Inquiries (all inquiries are limited to 3 minutes per City Ordinance)

            There were none to be considered.

      B. Consent Agenda

            1. Approval of Bills (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion)

                 It was moved by Alderman Heatherly and seconded by Alderman Rutledge to approve the Bills as presented. AYE: Aldermen Rutledge, Daw, Wells, Pinedo, Heatherly and Thomas NAY: none ABSENT: Alderwoman Twomey MOTION CARRIED.

V. COMMITTEE OF THE WHOLE

      A. MFD January Report – Chief Rexroat

           o There was one garage fire at a Fire Protection residence.

           o Two extra firefighters were put on during the extreme cold as there are extra problems such as hoses freezing that require additional men to be able to adequately fight a fire.

           o There were several truck repairs.

           o Training was conducted on Scene-Size-up, Tactics, Strategy and Ventilation for emergency situations.

           o The Police and Fire Commission are initiating the promotional process of testing for Captain. Every three years the eligibility list for each rank is updated through testing

      B. MPD January Report – Chief Switzer

             There were 62 arrests in January.

             Negotiations were begun with the FOP (Fraternal Order of Police).

             MPD hired a new dispatcher who will be in training for 3 to 6 months.

             Planning was held for severe weather events

             Ken Helms and I are upgrading the current analog radio communications system to a radio digital system. The upgrade is being funded through seizure monies and a local foundation and should be completed by early summer.

             Investigator Terry Hepner recertified as a Standardized Field Sobriety Instructor.

      C. S. E. Quadrant of the City Water Main Project

            Director Jackson explained that this Engineering Design Agreement with IMEG is to satisfy part of the grant requirements that the City received for the water main replacement project in the S. E. Quadrant of the City. IMEG quoted their engineering fees based on time and material so that if they are not present on the job the City is not paying a lump sum for their services. Their quote is $73,200. The bid letting is to be March 13th. It was moved by Alderman Wells and seconded by Alderman Rutledge to approve the Engineering Service Agreement with IMEG for $73,200. AYE: Aldermen Daw, Wells, Pinedo, Heatherly, Thomas, and Rutledge NAY: none ABSENT: Alderwoman Twomey MOTION CARRIED.

      D. Public Works Project Updates – Jennifer Anders, Woodard & Curran Engineer

            1. CSO-LTCP

                 Jennifer explained that we’re moving into the 2nd phase of the project with upgrading the pumps to get waste out of the lagoon. It is a one million dollar project. The final design should be finished in April with the bid letting to be sometime in May. By mid-summer it should be possible to know the final cost of the project.

             2. Upgrades to the North Wastewater Treatment Plant (WWTP)

                  60% of the total design is due by April 1st of this year. The final design should be finished by August or September. The actual construction should be completed by the end of 2020.

VI. OTHER BUSINESS

      There was none to be considered.

VII. ADJOURNMENT

      It was moved by Alderman Heatherly and seconded by Alderman Rutledge to adjourn the February 19, 2019 meeting at 6:15 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderwoman Twomey, who was absent.
