City of Galesburg City Council met Jan. 24.

Here is the minutes provided by the council:

Called to order by Deputy Mayor Wayne Allen at 6:30 p.m.

Roll Call #1: Present: Council Members Angela Bastian, Wayne Dennis, Russell Fleming, Corine Andersen, Peter Schwartzman, Wayne Allen, and Jeremy Karlin, 7. Absent: Mayor John Pritchard, 1. Also present were City Clerk Kelli Bennewitz, City Manager Todd Thompson, and City Attorney Bradley Nolden. Deputy Mayor Allen declared a quorum present.

The Pledge of Allegiance was recited.

A moment of silence was observed in lieu of an invocation.

Council Member Dennis moved, seconded by Council Member Karlin, to approve minutes of the City Council meeting from the January 7, 2019, meeting.

Ayes: Council Members Bastian, Dennis, Fleming, Andersen, Schwartzman, and Karlin, 6.

CONSENT AGENDA #2019-02

All matters listed under the Consent Agenda are considered routine by the City Council and is enacted by one motion.

19-2001 Approve Resolution 19-02 releasing executive session minutes that are no longer confidential and destroying recordings from executive session minutes over eighteen months old.

19-4007 Approve the quote from Alexis Fire Equipment in the amount of $6,076 for the purchase and installation of intercom headsets for Engine #54.

19-4008 Approve the annual maintenance agreement for Public Safety Systems Inc. in the amount of $57,277.96 for the continued support of the various modules of the proprietary software utilized by the department.

Approve annual LaserFiche support renewal from R&D Computer Systems, LLC in the amount of $12,754 as a sole source purchase.

19-4010 Approve the Property Tax Assessment Freeze Program for historic residences.

19-4011 Approve the annual GoogleApps renewal from Cloudbakers in the amount of $27,720 as a sole source purchase.

19-8001 Approve bills in the amount of $1,220,436.34 and advance checks in the amount of $1,465,718.79.

Council Member Andersen moved seconded by Council Member Schwartzman, to approve Consent Agenda 2019-02.

PASSAGE OF ORDINANCES AND RESOLUTIONS

19-1000 Council Member Fleming moved, seconded by Council Member Karlin, to approve Ordinance 19-3581 on final reading rezoning from Single Family District (R1A) to General Business District (B2) for all of parcel 99-13-331-015 and a portion of parcel 99-13-331-025. This would allow for the possible future expansion of Dave’s Autobody.

19-1001 Special Ordinance on first reading adopting the 2018 Parks and Recreation Master Plan. City Manager Thompson stated that the consultant will be present at the next meeting to make a presentation and answer any questions. He reiterated that the Plan will be a working flexible document and will be vital when applying for grants.

BIDS, PETITIONS AND COMMUNICATIONS 19-3002

Council Member Karlin moved, seconded by Council Member Andersen, to approve the bid from Tyler Technologies in the amount of $80,934 for the purchase of the Tyler Brazos E-Citation platform for the Galesburg Police Department.

Chief Christensen explained that the current system of using a six-part carbon ticket has become very inefficient and a new solution has been discussed for many years. The e-tickets will be a time savings for the officers as well as the data entry clerks. The system will allow the officers to scan license barcodes as well as print an immediate and legible citation for the violator. It is possible in the future that a module could be added to submit officer’s narrative to the reports as well. He also noted that this is the same company that is used for the Administration Court documents.

19-3003 Council Member Karlin moved, seconded by Council Member Dennis, to table the bid from Tri-City Electric to provide and install a new sound and audio system at the Lake Storey Pavilion until further information can be provided regarding televisions, screens, and other equipment.

PUBLIC COMMENT

CITY MANAGER’S REPORT

A. The Traffic Advisory Committee Report for January 2019 was received. B. Yard waste collection for February will be held February 4 through 8, 2019. Weekly

collection will resume on Thursday, March 1, 2019.

Chief Simkins gave a report on the upcoming weather for the next week. He did note that the days are getting longer, which unfortunately is the only good news right now. Tonight’s temperature could be as low as -7 degrees with an inch of snow possible. A conference call is scheduled for tomorrow to discuss next week’s predicted record low temperatures. He encouraged citizens to stay informed about warming centers and the weather on Facebook and WGIL.

Chief Simkins also reported to Council and the community that the recently moved warning siren is up and running at Colton Park.

MISCELLANEOUS BUSINESS (Agreements, Approvals, Etc.)

19-4012 Council Member Bastian moved, seconded by Council Member Fleming, to approve a proposal from Klingner & Associates PC for preparing bid documents for a water main replacement on Monroe Street from North Street to Losey Street in an amount not to exceed $5,500. Roll Call #7:

19-4013 Council Member Dennis moved, seconded by Council Member Andersen, to approve a supplemental construction engineering agreement with Bruner, Cooper & Zuck Inc., in the amount of $47,909.09 for the Farnham Street Bridge Project.

It was noted that the increased cost is due to several remaining items that will need to be completed in April or May by the contractor. Also due to several delays, additional man hours for construction inspection will be required. The City Manager stated that eighty percent of the cost will be reimbursed with federal funds with the balance being paid out of MFT funds.

19-4014 Council Member Dennis moved, seconded by Council Member Bastian, to waive normal purchasing policies and approve the quote submitted by 5-Alarm Fire & Safety, LLC in the amount of $27,950 for the sole source purchase of one new Hurst E-Draulic set for the Galesburg Fire Department. The cost for the purchase will be split between the Foreign Fire Fund and the Fire Department’s budget.

Council Member Fleming moved, seconded by Council Member Andersen, that the City Council sit as the Town Board. The motion carried by voice vote.

Trustee Fleming moved, seconded by Trustee Dennis, that the Town Board resume sitting as the City Council. The motion carried by voice vote.

Council Member Karlin moved, seconded by Council Member Fleming, to adjourn into Executive Session at 6:59 p.m. for the purposes of discussing litigation, property acquisition, and approval of minutes from January 7, 2019, executive session meeting (5 ILCS 120/2 (c) (5),(11) and (21).

There being no further business, Council Member Dennis moved, seconded by Council Member Fleming, to convene to the regular meeting at 7:41 p.m.

19-4015 Council Member Karlin moved, seconded by Council Member Fleming, to authorize the purchase of lots 2 and 3 of Gale Village Subdivision (PIN 95-34-477-015 and 95-34-478-003) in an amount not to exceed $200,000.

Council Member Karlin stated that these lots are located in the northeast section of the community and are in foreclosure. Due to the developer failing in his obligation to the City, and in order to protect our interest, this authorization will allow for the City Attorney to bid on the properties if warranted.

Agenda item 19-1002 has been removed from the agenda until a later date.

CLOSING COMMENTS

Council Member Karlin stated that he had a chance to meet with Tom Lowey, The Register-Mail, to talk about issues he feels are important to the community as a Council Member. He encouraged all Council Members to take time to meet with him soon.

Council Member Schwartzman reminded citizens to check on each other during the impending cold next week. He also stated that the City should probably be prepared to receive calls for help with high heat bills or other weather-related emergencies.

Council Member Andersen also stated that people should leave a faucet dripping, or cabinets open, for pipes that are along an outside wall due to possible freezing and bursting. Council Member Fleming agreed but warned about freezing drains as well.

Council Member Fleming also invited the public to attend a movie, Getting Grace, scheduled for this weekend, Friday and Saturday, 7:30 p.m. Tickets are free but required for admission. More information can be found on the Orpheum’s website.

There being no further business, Council Member Dennis moved, seconded by Council Member Karlin, to adjourn the regular meeting at 7:49 p.m.
