City of Monmouth City Council met December 17. 

Here is the minutes as provided by the council:

I. Call to Order & Pledge of Allegiance


      Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. Roll Call

      City Clerk Susan S. Trevor called the roll and those answering Present were: Aldermen Justin Thomas, Dave Rutledge, Brian Daw, Bob Wells and Dan Heatherly Absent: Alderwoman Twomey and Alderman Pinedo Also Present: Mayor Rod Davies, City Clerk Susan S. Trevor, City Administrator Lew Steinbrecher, City Attorney Marcum Spears, MFD Chief Casey Rexroat, MPD Chief Joe Switzer, Woodard and Curran Public Works Director Andy Jackson, IT Director Ken Helms, Building and Zoning Director Joe Clark and Jeff Holt for the Press.

III. Approval of Minutes

      A. Approval of the December 3, 2018 Council Meeting Minutes

            It was moved by Alderman Daw and seconded by Alderman Wells to approve the December 3, 2018 Council Meeting Minutes as presented. AYE: Alderman Rutledge, Daw, Wells and Heatherly PASS: Alderman Thomas NAY: none ABSENT: Alderwoman Twomey and Alderman Pinedo

IV. Presentation to the Council

      A. Presentations or Citizen Inquiries (all inquiries are limited to 3 minutes per City Ordinance)

            There were none to be considered.

      B. Consent Agenda

            1. Approval of Bills (Items on Consent Agenda will not be discussed unless a request is made to remove an item for discussion)

                 It was moved by Alderman Heatherly and seconded by Alderman Rutledge to approve the Bills as presented. AYE: Alderman Rutledge, Aldermen Daw, Wells, Heatherly and Thomas NAY: none ABSENT: Alderwoman Twomey and Alderman Pinedo MOTION CARRIED.

V. Committee of the Whole

      A. MFD November Report – Chief Rexroat

            o There was a significant garage fire on South 11th, but firefighters did a good job of quickly extinguishing it before it spread to the adjacent house.

            o There were a total of 110 calls for the month of November.

            o The department participated in HAZ-MAT training with Smithfield’s haz-mat team. This was an excellent opportunity for Smithfield and the MFD to work together before an incident happens so that each team knows what is expected and what resources are available.

            o No major issues were found during the annual inspection of the fire station’s sprinkler system

      B. MPD November Report – Chief Switzer

            There were 50 arrests during the month of November.

            Drug awareness training was given to teachers and staff at M-R Jr. High School

            Annual MELC Turkey Trot and Christmas on the Square events went very well with no incidents.

            All MPD officers took part in mental Health Awareness classes.

            The department will host an intern from WIU beginning in January.

      C. Approval of 2019 Council Meeting Schedule

             It was moved by Alderman Wells and seconded by Alderman Daw to approve the 2019 Council Meeting Schedule. AYE: Aldermen Daw, Wells, Heatherly, Thomas and Rutledge NAY: none ABSENT: Alderwoman Twomey and Alderman Pinedo MOTION CARRIED.

VI. Ordinances

      A. 2nd Reading

           1. Ordinance 18-037, 2019 Tax Levy

                It was moved by Alderman Heatherly and seconded by Alderman Rutledge to approve the 2019 Tax Levy, Ordinance 18-037. AYE: Aldermen Daw, Wells, Heatherly, Thomas and Rutledge NAY: none ABSENT: Alderwoman Twomey and Alderman Pinedo MOTION CARRIED.

           2. Tax Abatement Ordinances 18-038, 18-039 (partial), 18-040, and 18-041

                 It was moved by Alderman Daw and seconded by Alderman Wells to approve Ordinances 18-038 through 18-041 collectively. AYE: Aldermen Wells, Heatherly, Thomas, Rutledge and Daw NAY: none ABSENT: Alderwoman Twomey and Alderman Pinedo MOTION CARRIED.

VII. Other Business

      Administrator Steinbrecher wished everyone a Merry Christmas.

VIII. Adjournment

        It was moved by Alderman Heatherly and seconded by Alderman Rutledge to adjourn the meeting at 6:12 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderwoman Twomey and Alderman Pinedo, who were absent.
