City of Monmouth Council met Nov. 19.

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE
Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.
II. ROLL CALL

III. AMENDMENT TO AGENDA
Mayor Davies asked for a motion to amend the Agenda by removing under COMMITTEE OF THE WHOLE, Item A, MFD October Report and under ORDINANCES, Item 6. Ordinance 18-042, Variance, 601 East Girard Avenue. It was moved by Alderman Wells and seconded by Alderman Rutledge to so amend the Agenda as stated above. MOTION CARRIED by unanimous voice with the exception of Alderman Thomas and Alderwoman Twomey, who were absent.
IV. APPROVAL OF MINUTES
A. Approval of the November 5, 2018 Council Meeting Minutes

C. Service Anniversaries
Mayor Davies presented award certificates and Chamber of Commerce dollars to be used at local businesses in recognition of their years of service to the following employees:

VI. COMMITTEE OF THE WHOLE
B. MPD October Report – Chief Switzer
ALICE training was conducted at Eagle View Community Health Clinic.
There were no incidents at the Prime Beef Festival Beer tent during the re- scheduled Demolition Derby on October 12th and 13th.
C. Approval of Eagle Curbside Recycling Pricing
Administrator Steinbrecher explained that in 2013 the City of Monmouth entered into a 10 year contract with Eagle Enterprises Recycling with the first five years of pricing and then the remaining five years to be established at the mid-point of the contract, which is now. There will be modest price increases at 3% per year. He then introduced Adam Jaquet, V-P of Eagle Enterprises Recycling, who thanked the Council for their business and re-iterated that there will be modest price increases of 3% during the next five years of the contract. It was moved by Alderman Pinedo and seconded by Alderman Rutledge to approve the last five years of the Eagle Curbside Recycling Pricing agreement. AYE: Aldermen Daw, Wells, Pinedo, Heatherly and Rutledge NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.
D. Term Sheet for Love’s Travel Stop Development Project
Administrator Steinbrecher explained to the Council that the City has reached an agreement with Love’s Truck Stop corporate office to place a truck stop on the southeast corner of the intersection of West 11th Avenue and Route 34/67 Bypass. The City would annex the 12 acre parcel of land that Loves would purchase from the Diffenbaugh family and would create a Business District with a 1% sales tax on retail sales for this site only. The money generated from this tax would then be used to reimburse the City for their costs of infrastructure development and road re-construction of West 11th Avenue. The City would use Woodard and Curran for the project design and would be reimbursed by Love’s for the design fees. It was moved by Alderman Wells and seconded by Alderman Daw to approve the Term Sheet Agreement with the Love’s Travel Stop Corporation. AYE: Aldermen Wells, Pinedo, Heatherly, Rutledge and Daw NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.
E. Approval of 2019 Joint Animal Control Contract
It was moved by Alderman Heatherly and seconded by Alderman Wells to approve the annual renewal of the Joint Animal Control Contract with the County for 2019. AYE: Aldermen Pinedo, Heatherly, Rutledge, Daw and Wells NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.
F. 2018 Tax Levy Presentation – Administrator Steinbrecher
Administrator Steinbrecher gave the following presentation on the 2018 Tax Levy:
Annual Increases in Police and Fire Pension Contributions have increased 133.5% in the last 10 years with a total of $10,518,950 contributed from local taxes. But even with these significant increases in contributions, the City’s unfunded liability has grown during this same time period.
Growth in Assessed Valuation has only increased from $61,693,806 in 2013 to an estimated $79,760,000 for 2018.
Changes in Property Tax Rate from 2011-2018 have gone from $2.4288 in 2011 to a projected $2.7953 in 2018 with the tax rate to be collected in 2019 to be 3.2% less than the 2015 rate.
City Property Tax Revenue Allocation for the 2018 Tax Levy is $2,229,555 with $725,000 (32.6%) allocated to the Police Pension Fund; $354,555 (15.9%) allocated to the General City services to the Community; $400,000 (17.9%) allocated to Debt Service and $750,000 (33.6%) allocated to the Fire Pension Fund.
Mayor Davies added that the City has reduced allocations to the General Fund and the Debt Service in order to put more into the Police and Fire Pension Funds.
Administrator Steinbrecher concluded his presentation stating that the Tax Levy for 2018 will cover the City’s 100% contributions to the Police and Fire Pension Funds.
VII. ORDINANCES
A. 1st Reading
1. Tax Levy and Abatement Ordinances 18-037,038, 039, 040 and 041
It was moved by Alderman Daw and seconded by Alderman Heatherly to move Ordinances 18-037,038,039, 040 and 041 to a 2nd Reading at the December 3rd Council Meeting. AYE: Aldermen Heatherly, Rutledge, Daw, Wells and Pinedo NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.
2. Ordinance 18-043, Special Use Variance, 1211 South Main Street
It was moved by Alderman Heatherly and seconded by Alderman Rutledge to move Ordinance 18-043 to a 2nd Reading at the December 3rd Council Meeting. AYE: Aldermen Rutledge, Daw, Wells, Pinedo and Heatherly NAY: none ABSENT: Alderman Thomas and Alderwoman Twomey MOTION CARRIED.
VIII. OTHER BUSINESS
Administrator Steinbrecher wished everyone a Happy Thanksgiving and announced that he would be on vacation and would not be present for the December 3rd Council meeting.
IX. ADJOURNMENT
It was moved by Alderman Heatherly and seconded by Alderman Rutledge to adjourn the meeting at 6:30 p.m. MOTION CARRIED by unanimous voice vote with the exception of Alderman Thomas and Alderwoman Twomey, who were absent.
