Warren County Board met Dec. 18.

Here is the minutes provided by the board:

At the special meeting of the county board of Warren County, Illinois, held at the courthouse in the city of Monmouth, on Tuesday, December 18, 2018, at 6:00 pm the following members were present:

PRESENT:

The chair declared a quorum present and the meeting was opened for business.

APPROVAL OF AGENDA 

Mr. Pearson made a motion to approve the agenda. Mr. Thompson seconded the motion and the following vote was taken:

Ayes: Byers, Cavanaugh, Cole, Greenlief, Hawkins, Jenks, McVey, Ockert, Pearson, Reichow, Richardson, Schar, Thompson, Way Winkler, Bresnahan 

Nays: None 

The chair declared the motion carried.

MATT MARTIN, CAPITAL POWER 

Mr. Martin introduced, Kyle Berry, the attorney from Springfield for Cardinal Point, LLC. He explained why this meeting was called tonight to approve 25 special use exception applications and 15 applications for variance.

Mr. Martin spoke on the project and shared about Capital Power's history. The towers from ground to blade tip will be 499 feet and 1700 feet from any nonparticipating landowner. He discussed some of the land owner lease components and language. The variance is to allow turbine on the property line, as requested by land owner to make farming easier.

Phillip Luetkehans, Attorney, provided exhibits representing 32 land owners. Mr. Berry objected to several of the exhibits. Mr. Luetkehans asked the board to deny the special use applications and follow the ZBA recommendation. Mr, Berry spoke on the November 28, 2018, public hearing.

MOTIONS Mr. Cavanaugh made a motion to approve the RESOLUTION #04-18-19 for Cardinal Point LLC's application for special use exceptions to construct and operate a wind energy system-large. Mr. Pearson seconded the motion and the following vote was taken:

Ayes: Cavanaugh, Cole, Greenlief, McVey, Ockert, Pearson, Reichow, Richardson, Bresnahan 

Nays: Byers, Hawkins, Jenks, Schar, Thompson, Way, Winkler 

Absent: None 

The chair declared the motion carried.

Mr. Mr. Cavanaugh made a motion to approve the RESOLUTION #05-18-19 for approval of Cardinal Point LLC's application for variance to certain setback requirements in wind farm ordinance.

Ayes: Cole, Greenlief, McVey, Ockert, Pearson, Reichow, Richardson, Bresnahan, Cavanaugh 

Nays: Byers, Hawkins, Jenks, Schar, Thompson, Way, Winkler 

The chair declared the motion carried

ADJOURN 

Mr. Pearson made a motion to adjourn the Special County Board Meeting. Mr. Thompson seconded the motion and on a voice vote the meeting was adjourned until 9:30 am on Wednesday, December 19, 2019.
