City of Galesburg Landmark Commission met Oct. 23.

MEMBERS PRESENT: Suzanne Klohn, Robert Miener, Roger Reynolds, and Greta Woolsey, 4.
EXCUSED ABSENCES: Michael Fries, Mark Martin and Paul Stewart, 3.
OTHERS PRESENT: Julie Main, Associate Planner.
Vice Chairperson Reynolds declared a quorum was present. The meeting began at 6:05 p.m.
Approve Minutes of September 5, 2018
Member Klohn made a motion to approve the minutes, seconded by Member Miener.
Minutes were approved by voice vote.

Consider Staff Comment
Ms. Main said she received an email from Chad Galyean who lives at 520 North Chambers Street. Mr. Galyean is supportive of the improvements being proposed by the property owners at 591 North Chambers Street and is glad there are property owners in the neighborhood that take pride in improving their homes. He would like for the City to offer grant money or tax breaks for home improvements. He reported the address of a property that has holes in the roof. Staff responded to Mr. Galyean’s email and read the response to the Landmark Commission.
LC-18-0801 Consider Certificate of Appropriateness for 591 North Chambers Street
Mr. and Mrs. Hoyt attended the meeting. They are requesting a Certificate of Appropriateness for their home located in the Chambers Street Local Historic District. The Hoyts are seeking a Certificate of Appropriateness to replace the roof on the garage and potentially the gazebo to match the roofing material of the house. When the Hoyts applied for the Certificate they did not know if the gazebo roof would be completed. The work was completed on both of the buildings.
Member Klohn moved, seconded by Member Woolsey to approve the Certificate of Appropriateness for 591 North Chamber Street.

General Discussion
The Hoyts would like to replace the fence on their property. The Commission felt a Certificate of Appropriateness would not be needed for that project. The Hoyts would like to replace the home’s windows. The members talked about various ways to complete the work and suggestions for resources to find contractors. A Certificate of Appropriateness would be needed for a window replacement project.
There being no further business, Member Reynolds made a motion to adjourn, seconded by Member Woolsey, the meeting adjourned at 6:38 p.m.
