City of Galesburg Planning and Zoning Commission met Oct. 23.

Here is the minutes provided by the commission:

MEMBERS PRESENT: Roger Carlson, Greg Davis, Bill Johnson, Mark Lee, Stephen McKelvie,

Neil Thomas, David Uhlmann, 7.

MEMBERS ABSENT: Kyle Kelley, Leigh Nygard, 2.

OTHERS PRESENT: Stephen Gugliotta AICP and Wayne Carl – Director of Planning & Public Works.

Chairman declared quorum present.

Approve Minutes of the September 18, 2018 meeting

Member Johnson moved to approve the minutes, seconded by Member Lee.

Minutes were approved by voice vote.

Update Past Planning and Zoning Commission items

 Variance application of Section 152.033(C)(2) for the installation of a fence at 8 feet in height in the side yard instead of the allowed 7 feet in height, located at 1042 Brown Ave. A fence permit has been issued.

 Sign Variance of Section 152.231(B)(1) to install 2 wall signs instead of the allowed 1 wall sign per business. A request for a variance of Section 152.231(B)(2) for a wall sign to cover 6.2 percent of the wall area instead of the allowed 5 percent coverage of wall area, located at OSF HealthCare. A sign permit has been issued.

PZ-18-1001 Public Hearing Zoning map amendment application to rezone property at 320 N Kellogg Street from Institutional District (I) to Single Family District (R-1A). PIN 99-10-430-023.

Petitioner was present.

The Commission members considered the following items:

 The proposed amendment will allow development that is compatible with existing uses and zoning of nearby property;

 The city and other service providers will be able to provide adequate public facilities and services to the subject property, while maintaining adequate levels of service to existing development;

 The proposed amendment will not result in significant adverse impacts on other property in the vicinity of the subject tract or on the environment, including air, water, noise, stormwater management, wildlife and natural resources; and

 The Development Review Committee reviewed the proposed zoning amendment at their October 10, 2018 meeting and recommend approval.

Member Johnson moved, seconded by Member Thomas to approve the zoning amendment.

PZ-18-1002 Public Hearing

Sign Variance of Section 152.231 (B) (1) to install 2 roof signs instead of the allowed 1 roof sign per business. A request for a variance of Section 152.231 (B) (2) allow a total area of each roof sign to exceed the allowable 5% of the wall area facing the street, and a variance of a Section 152.231 (B) (3) to allow a roof sign to be located on the south side of the business which is adjacent to a residential zoning district, located at Action Tax, 420 N Seminary St. PIN 99-10-431-030.

Petitioner was present.

The Commission members considered the following items:

 Petitioner and representative from the sign company provided a PowerPoint presentation. Sign will

be non-illuminated, they feel since area around them is used predominantly residential a pole sign would not fit in to the aesthetics, new overpass in front of property makes this a unique situation and limits visibility of their business.

 The granting of the requested variance would not be detrimental to or endanger the public health, safety, morals, comfort or general welfare;

 The granting of the variance would not be injurious to the use and enjoyment of other property in the immediate vicinity, nor substantially diminish or impair property values within the adjacent area;

 The Development Review Committee reviewed the proposed Sign variance at their October 10, 2018 meeting and recommend denial.

Member Thomas moved, seconded by Member Johnson to approve the sign variance.

PZ-18-1003 Public Hearing Sign Variance of Section 152.232 (A) (6) to allow a 1.7 foot setback of a sign instead of the required 10 foot setback located at 1223 N

Henderson Street. PIN 99-03-354-008.

Petitioner was present.

The Commission members considered the following items:

 The literal interpretation and strict application of the provisions and requirements of this subchapter would cause undue and unnecessary hardship to the sign user because of unique or unusual conditions pertaining to the specific building or property in question;

 The granting of the requested variance would not be detrimental to or endanger the public health, safety, morals, comfort or general welfare;

 The granting of the variance would not be injurious to the use and enjoyment of other property in the immediate vicinity, nor substantially diminish or impair property values within the adjacent area;

 The Development Review Committee reviewed the proposed Sign variance at their October 10, 2018 meeting and recommend approval.

Member Lee moved, seconded by Member McKelvie to approve the sign variance.

PZ-18-1004 Public Hearing

Special Use application requesting the existing garage be allowed to remain on the lot after the residence is demolished, located at 150 West Second Street. PIN 99-15-406-012.

The Commission members considered the following items:

 The establishment, maintenance or operation of the special use will not be detrimental to

or endanger the public health, safety, morals, comfort or general welfare;

 The establishment of the special use will not impede the normal and orderly development and improvement of surrounding property for uses permitted in the district;

 The Development Review Committee reviewed the proposed Special Use at their October 10, 2018 meeting and recommend approval.

Member McKelvie moved, seconded by Member Uhlmann to approve the Special Use.

Nays: None.

Abstentions: None.

PZ-18-1005 Consider Excused absence of Members Davis and Lee from the September 18, 2018 meeting.

Member Thomas moved, seconded by Member Johnson to approve the excused absence.

Excused absences were approved by voice vote.

There being no further business, the meeting adjourned at 7:26 p.m.
