City of Galesburg Planning and Zoning Commission met Sept. 18.

Here is the minutes provided by the commission:

MEMBERS PRESENT: Roger Carlson, Bill Johnson, Stephen McKelvie, Leigh Nygard, Neil Thomas, David Uhlmann, 6.

MEMBERS ABSENT: Greg Davis, Mark Lee, Kyle Kelley, 3.

OTHERS PRESENT: Stephen Gugliotta AICP and Wayne Carl – Director of Planning & Public Works.

Vice-Chairman declared quorum present.

Approve Minutes of the August 21, 2018 meeting

Member Nygard moved to approve the minutes, seconded by Member Thomas.

Minutes were approved by voice vote.

Update Past Planning and Zoning Commission items

 Zoning map amendment to rezone from Office (O) District to General Business (B2) district, for a property located at the north east corner of Field Dr and West Carl Sandburg Drive. This item was on second reading at the September 17, 2018 Council meeting and did not move forward due to a lack of a second on the motion.

 Drive through facility, located at 1330 North Henderson Street. This project is moving forward and we are waiting for permits to be picked up.

PZ-18-0901 Public Hearing Variance application of Section 152.033(C)(2) for the installation of a fence at 8 feet in height in the side yard instead of the allowed

7 feet in height, located at 1042 Brown Ave. PIN: 9911130014

Petitioner was present.

The Commission members considered the following items:

 That the purpose of the variance is not based exclusively upon a desire to make more money out of the property;

 The petitioner stated they spoke to the neighbor and they are supportive of the variance;

 The Development Review Committee reviewed the proposed zoning amendment at their September

5, 2018 meeting and recommend denial of variance.

Member Thomas moved, seconded by Member Uhlmann to approve the variance.

Ayes: Carlson, Johnson, McKelvie, Nygard, Thomas, Uhlmann, 6.

Nays: None.

Abstentions: None.

PZ-18-0902 Public Hearing Sign Variance of Section 152.231(B)(1) to install 2 wall signs instead of the allowed 1 wall sign per business. A request for a variance of Section 152.231(B)(2) for a wall sign to cover 6.2 percent of the wall area instead of the allowed 5 percent coverage of wall area, located at OSF HealthCare.

Petitioner was present.

The Commission members considered the following items:

 The literal interpretation and strict application of the provisions and requirements of this subchapter would cause undue and unnecessary hardship to the sign user because of unique or unusual conditions pertaining to the specific building or property in question;

 The granting of the requested variance would not be detrimental to or endanger the public health, safety, morals, comfort or general welfare;

 The granting of the variance would not be injurious to the use and enjoyment of other property in the immediate vicinity, nor substantially diminish or impair property values within the adjacent area;

 The Development Review Committee reviewed the request at their September 5, 2018 meeting and recommended approval.

Member Thomas moved, seconded by Member Nygard to approve the variance.

Nays: None.

Abstentions: None.

PZ-18-0903 Consider Excused absence of Member Johnson from the August 21, 2018 meeting.

Member Thomas moved, seconded by Member Uhlmann to approve the excused absence.

Excused absences were approved by voice vote.

There being no further business, the meeting adjourned at 7:09 p.m.
