City of Galesburg Planning and Zoning Commission met Aug. 21.

Here is the minutes provided by the Commission:

MEMBERS PRESENT: Roger Carlson, Greg Davis, Kyle Kelley, Mark Lee, Stephen McKelvie, Leigh Nygard, Neil Thomas, David Uhlmann, 8.

MEMBERS ABSENT: Bill Johnson, 1.

OTHERS PRESENT: Stephen Gugliotta AICP, Brad Nolden – City Attorney/Administrative

Services Director and Wayne Carl – Director of Planning & Public Works.

Chairman declared quorum present.

Approve Minutes of the July 24, 2018 meeting

Member Lee moved to approve the minutes, seconded by Member Kelley.

Minutes were approved by voice vote.

Update Past Planning and Zoning Commission items

 Variance of Section 152.155 (B) (2) was passed to allow 4 less parking spaces than what is required for an expansion of the Aldi Store located at 2660 N Seminary Street. Construction plans are under review for the addition.

 Variance of Section 152.232 (A) (6) was passed to allow a sign to set back from the property line 3.9 feet instead of the required 10 foot setback located at 631 N. Henderson Street. We are awaiting the submittal of a sign application.

PZ-18-0801 Public Hearing Zoning map amendment to rezone from Office (O) District to General Business (B2) district, for a property located at the north east corner of Field Dr and West Carl Sandburg Drive.

Petitioner was present.

The Commission members considered the following items:

 The petitioner stated he did consider other locations and vacant buildings, he anticipates 75-90 vehicles per day, there would not be outside storage of product, will be coming back to request a drive through facility for drop off contributions, all entrances to the site will be off of Field Drive.

 The city and other service providers will be able to provide adequate public facilities and services to the subject property, while maintaining adequate levels of service to existing development.

 The proposed amendment will allow development that is compatible with existing uses and zoning of nearby property.

 The proposed amendment will not result in adverse impacts on other property in the vicinity or on the environment, including air, water, noise, storm water management, wildlife and natural resources.

 The Development Review Committee reviewed the proposed zoning amendment at their August 7, 2018 meeting and recommend denial of zoning amendment.

Member Thomas moved, seconded by Member Carlson to recommend approval of the zoning amendment.

Ayes: Carlson, Davis, Kelley, Lee, McKelvie, Nygard, Thomas, Uhlmann, 8.

Nays: None.

Abstentions: None.

PZ-18-0802 Public Hearing Drive through facility, located at 1330 North Henderson Street.

Petitioner was present.

The Commission members considered the following items:

 There is no adjacent residential near the drive-through speakers so sound will not be an issue.

 The drive will not exit directly onto a public way.

 Nine stacking spaces will be provided and eight are required by ordinance.

 One location where transactions will be made will be provided and the ordinance allows up to two as approved by the Planning and Zoning Commission.

 The Development Review Committee reviewed the request at their July 16, 2018 meeting and recommended approval.

Member Nygard moved, seconded by Member Lee to approve the drive through.

Ayes: Carlson, Davis, Lee, McKelvie, Nygard, Thomas, Uhlmann, 7.

Nays: None.

Abstentions: Kelley, 1.

PZ-18-0803 Consider Excused absences of Members Thomas and Lufkin from the April 24, 2018 meeting; Members Johnson and Uhlmann from the May 22, 2018 meeting; and Members Davis and Lee from the July 24, 2018 meeting.

Member Lee moved, seconded by Member Thomas to approve the excused absences.

Excused absences were approved by voice vote.

There being no further business, the meeting adjourned at 7:16 p.m.
