A Resolution authorizing the Mayor to enter into a development agreement with Knoxville Science Museum Inc. and the Clayton Family Foundation to purchase and develop certain real property located on or near 800 Howard Baker, Jr. Avenue and 0 East Hill Avenue so as to construct a state-of-the-art, world class, educational science center known as the Knoxville Science Museum. (Requested by Administration)

b. A Resolution authorizing the Mayor to execute an agreement with East Tennessee Quality Growth to carry forward the work of PlanET as the convening organization, in an amount not to exceed $25,000.00. (Requested by Community Development Department)

c. A Resolution authorizing the Mayor to execute all documents on behalf of the City of Knoxville necessary to acquire property for easements by purchase, or condemnation if necessary, within three tracts of real property for a total amount not to exceed $125,000.00 as part of the Kingston Pike Complete Connections Project. (Requested by Department of Engineering)

d. A Resolution authorizing the Mayor to enter into a Memorandum of Understanding with the University of Tennessee for the Cumberland Avenue Intersection Improvements Project. (Requested by Department of Engineering)

e. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept a 2018 Multimodal Access Grant from the Tennessee Department of Transportation in the amount of $950,000.00 with a City match of $50,000.00, to provide funding for bicycle and pedestrian improvements on Chapman Highway between Stone Road and Woodlawn Pike. f. A Resolution authorizing the Mayor to execute an agreement with The Franklin Group, LLC for construction of the Magnolia Gateway Monument Project for an amount not to exceed $68,000.00. (Requested by Office of Redevelopment and Engineering Department)

g. A Resolution authorizing the Mayor to execute any and all documents necessary to apply for and accept a grant from the Tennessee Wildlife Resources Agency in the amount of $400,000.00, for the purpose of funding the replacement of the Vol Navy Dock, with a 25% required local match. (Requested by Finance Department)

h. A Resolution authorizing the Mayor to execute an agreement with Unicorn HRO to provide payroll, payroll tax preparation, and human resources services for K-Trans Management Inc. d/b/a Knoxville Area Transit for a term of three years at an estimated cost of $48,426.00 per year plus a one-time implementation fee of $11,662.50. (Requested by Knoxville Area Transit)

* i. A Resolution approving the issuance of a Certificate of Compliance to A to Z Inc. d/b/a Clinton Hwy Wine & Spirits relative to its application to the Tennessee Alcoholic Beverage Commission to renew its license to operate a liquor store in the City. (Requested by Finance Department)

* e. An Emergency Ordinance of the Council of the City of Knoxville appropriating the sum of $1,650.00 from the Community Improvement (202) Fund and donating same to Bike Walk Tennessee serving as fiscal agent on behalf of the Open Streets Knoxville event. * f. An Emergency Ordinance of the Council of the City of Knoxville appropriating the sum of $1,400.00 from the Community Improvement (202) Fund and donating same to Knoxville Opera Company to be utilized toward the furtherance of certain efforts of its education and outreach programs. * h. An Emergency Ordinance of the Council of the City of Knoxville appropriating the sum of $1,100.00 from the Community Improvement (202) Fund and donating same to The Hazen Historical Museum Foundation Inc. to be utilized toward an interpretive panel exhibit. * i. An Emergency Ordinance of the Council of the City of Knoxville appropriating the sum of $2,010.00 from the Community Improvement (202) Fund and donating same to The Muse Knoxville serving as fiscal agent on behalf of Youth Outreach in Science Technology Engineering and Math (YoSTEM) to be utilized toward the purchase of aerial drones.
