June 25, 2018 Draft

The Elba Township General Board held a regular meeting on Monday, June 25, 2018 at 7:00 p.m. This meeting was held at the Elba Township Hall, located at 4717 Lippincott Rd, Lapeer, Michigan 48446. The meeting was called to Order by Supervisor Boskee at 7:00 p.m.

Roll Call: Michael Boskee, Nate Eashoo, Rena Fountain, Timothy Lintz, Charles Franckowiak, Michael Stockman, Kelly Bales. Present.

Opening Comments: None.

Approval of Agenda and Minutes: Motion Eashoo/Seconded by Stockman to approve the Agenda for 6-11-18 and the Minutes of 6-25-18 as presented. Motion Carried.

Motion Eashoo/Seconded by Stockman to pay the bills as presented. Roll Call Vote: Boskee-Y, Eashoo-Y, Fountain-Y, Lintz-Y, Stockman-Y, Bales-Y, Franckowiak-Y. Motion Carried.

Correspondence: None.

Reports:

Supervisor's Report:

-Elba Township passed the AMAR review with a score of 100%. -Hazardous waste day will be in the Lapeer area on October 13th, 2018.

-The MTA meeting was last Tuesday, speakers included Greg Hill, from Lapeer County Equalization, he informed members of possible upcoming legislation involving assessing and that he was not in favor of it. State Representative Gary Howell also indicated that he was strongly opposed. Mary Piorunek also spoke about emergency preparedness.

-Congressman Paul Mitchell visited the Genesee and Hayes area in order to better understand the flooding issue, he then spoke with the President on CN Railroad and indicated that they would begin evaluating the problem and implementing a solution.

Treasurer's Report:

-Attended the Lapeer County Treasurers Meeting and they would like to donate a memorial for Nina. Motion Lintz/Seconded by Eashoo to allow the Park Committee to determine where the donated memorial will be placed. Motion Carried.

-Tax bills are printed and in the process of stuffing, they will be mailed by July 1st.

-The insurance review is complete and will be renewed July 1st. Travelers has agreed to pay the claim regarding the DTE power surge from April 2017 in the Lake Nepessing Sewer System.

Clerk's Report:

-Attended MAMC Conference.

-Attended additional QVF training.

-The census payroll was $488.00, this was for the majority of the work, and this will cover the majority of the cost. -The first disbursement was requested from the State for the SAW Grant, $30,000.00 to Waldorf to clean the system. -The Primary Election Public Accuracy testing will be conducted July 18th at 2:30 p.m.

Planning Commission: Liaison Mike Stockman

-No meeting held since the last General Board meeting.

Fire Chief Mike Burke:

-Quiet, the fire department will be on site for the fireworks displays this Saturday at Vasa, Lake Lapeer and Lake

Nepessing.

County Commissioners:

-The County Commissioners meet on Thursdays at 9:00 a.m. at the County building, the July 5th meeting is canceled due to the holiday.

G.L.T.A. Report: John Kosiara

-Trustee Bales reported Elba had 555 riders in May.

E.M.S. Report: Dr. Franckowiak

-No Meeting held since the last General Board Meeting.

Agenda Items:

A. Hall Cleaning: Discussion. Motion Stockman/Seconded by Eashoo to have Aladdin’s clean the Hall

carpet, chairs and ceramic tile for a cost not to exceed 5% more than the previous time this was done.

Motion Carried.

B. LCRC Bassett Road Agreement: Discussion. Motion Fountain/Seconded by Stockman to enter into the Agreement with the LCRC to pave Bassett Road at the intersection of Oregon Road, approximately 100 feet, for $15,890.00. Roll Call Vote: Stockman-Y, Bales-Y, Boskee-Y, Eashoo-Y, Fountain-Y, Lintz-Y, Franckowiak- Y. Motion Carried.

Opened at 7:43 p.m. Hearing none. Closed at 7:43 p.m.

Adjournment: Having gone through the Agenda, Supervisor Boskee adjourned the meeting at 7:44 p.m.
