Elba Township Planning Commission met Aug. 20.

Here is the agenda provided by the Commission:

The Elba Township Planning Commission held a regular meeting on Monday, August 20, 2018 at 7:00 p.m. The meeting was held at the Elba Township Hall, located at 4717 Lippincott Rd., Lapeer, MI 48446. Chair Pat Chouinard called the Meeting to Order at 7:00 p.m.

Roll Call: Commissioners Chouinard, Stack, Kondrat, Herington, Meier and Stockman were present. Smith were absent.

The Pledge of Allegiance was recited.

Motion Herington/Second Stack to Approve the Planning Commission Meeting Minutes from May 21, 2018 as presented. Motion carried.

Motion Kondrat/Second Stockman to Approve the Meeting Agenda for August 20, 2018. Motion carried.

Chair Reports: None.

Lake Inn request for PC Review of Site Plan/Basement and Stairway Discussion held regarding request Lake Inn to extend the basement cooler and freezer under the deck of the restaurant and add a removable staircase for deliveries.

These expansions to not affect the footprint of the existing building.

Discussion took place.

Motion Meier/Seconded Stockman to Approve Lake Inn’s plan submitted for expanding basement and adding a stairway.

Must meet requirement from Construction Code Authority and be compliant with all other regulations. Roll call: Stack, aye; Stockman, aye; Meier, aye; Kondrat, aye; Chouinard, aye; Herington, aye. Motion carried.

Application for Special Land Use- Commercial (Billiards Hall/Bar) – Michael Seames, 15 S. Elba Rd – Side Pockets Billiards & Beer

Attorney Brian Garner presented the proposed establishment of Side Pockets Billiard & Beer. The establishment would hold tournaments, no billiards located in Lapeer County. Construction Code Authority has approved building. The next step is to apply for a State of Michigan Liquor License. The State of Michigan Liquor License will also regulate business hours.

Discussion took place.

Chairman Chouinard read a letter from resident Mark Connell, 81 S. Elba Rd, Lapeer, opposed to the rezoning. Mr. Connell also attended the meeting. He is concerned about drugs and crime. He was told by Attorney Garner that the tournaments are for older people, serious competitors.

Motion Herington/Second Kondrat to Approve the Special Land Use for 15 S. Elba Rd, Side Pockets Billiards and Beer for Billiards Hall/Bar. Should use change, Special Land Use will be withdrawn. Roll call: Chouinard, aye; Stockman, aye; Meier, aye; Kondrat, aye; Herington, aye; Stack, aye; Motion carried.

Adjourn: Chairman Chouinard declared the meeting adjourned at 8: 02 p.m.
