City of Monmouth City Council met October 6.

Here are the minutes provided by the council:

I. CALL TO ORDER & PLEDGE OF ALLEGIANCE

      Mayor Rod Davies called the meeting to order in the Council Chambers at City Hall, 100 East Broadway at 6:00 p.m. and led the audience in the Pledge of Allegiance to the Flag.

II. ROLL CALL

      Administrative Assistant Annette St. Ledger called the roll and those answering Present were: Aldermen Roger Teel, Scott Weber, Brian Daw, Juan Pinedo, John VanVleet, Kevin Ferry and Jim Conard Absent: Alderman Brad Bone Also Present: Mayor Rod Davies, Administrative Assistant Annette St. Ledger, City Attorney Marcum Spears, Communications Director Ken Helms, MFD Chief Casey Rexroat, MPD Chief Joe Switzer, Public Works Director Brayden Bledsoe and Building and Zoning Director Joe Clark Also Absent: City Administrator Lew Steinbrecher and City Clerk Melissa Teel

III. APPROVAL OF THE MINUTES

      A. Approval of the September 15, 2025 Council Meeting Minutes as presented It was moved by Alderman VanVleet and seconded by Alderman Conard to approve the minutes. AYE: Alderman Teel, Weber, Daw, Conard, and VanVleet NAY:

            None PASS: Aldermen Pinedo and Ferry

            MOTION CARRIED.

IV. PRESENTATIONS

      A. Justin King asked to address council. He stated that he owns the building on the Southeast quadrant of the square. He stated that he was coming to the council meeting about the SSA and to discuss the renovation project. He asked about the concrete pad that is outside Andy Youngquist’s office. Mr. King had concerns as to why they didn’t replace the pad as it is deteriorating but did put an access ramp up to the pad. Mayor stated that the pad is privately owned and the ramp was to access the eye doctor’s office that is located there also. Mr. King also asked if there was a estimated completion date of the project. Mayor Davies explained that the overlay was scheduled to start the next day. Mr. King also asked if there was anything going on as far as the SSA. Mayor Davies explained to Mr. King that there has been a lot of misinformation about the SSA. He explained that several building owners as well as tenants from businesses on the square approached the City about establishing a special service area. They asked the City Administrator to look into it for them as it is quite a process to get it established. Mayor Davies also explained that if they wished to move forward with the SSA that they would need to present a petition to the City and that there would be public hearings and it’s a lengthy process to get the Special Service Area established.

      B. Mayor Davies read a proclamation into the record for Domestic Violence Awareness for the month of October and presented it to Rocio Renden.

V. CONSENT AGENDA

      A. Approval of the Bills

            It was moved by Alderman Daw and seconded by Alderman Ferry to approve the bills as presented. AYE: Aldermen Weber, Daw, Conard, Pinedo, Ferry, VanVleet, and Teel.

             MOTION CARRIED.

VI. COMMITTEE OF THE WHOLE

      A. Zoning Director Joe Clark presented the September monthly zoning report. The zoning department continued to issue notices for junk and debris, mowing, rental inspections, unsafe structures and followed up on all open projects. The completed projects include The Whisker Wash which turned out to be a nice facility utilized by several people in the community. Open projects include Monmouth College- 815 East Broadway house renovation, OSF Holy Family Project 2503- renovation for Rehab Room and Sleep Study Lab, and the former Banker’s Life building on West 1st Ave. The Strong Communities Program which is the SCP grant had 3 houses that went out for demolition and have all been completed meeting all state and local requirements. The addresses are 120 E 9th Ave, 416 E Franklin Ave, and 1001 S 2nd St. We will expend the rest of the funds on one final house and garage and will need to dip into the administrative funds to finish that one off.

      B. Public Works Director Brayden Bledsoe presented the August monthly report for Woodard and Curran. He stated that the Lead Service Line Replacement Phase I is nearing completion. Advanced Plumbing is working on finishing up the final lines and will finish up restoration of disturbed areas. There is a lot of investigating going on right now which is mostly being done in house for the what underground work needs to be done in the North and South Main Streets where the next streetscape project is to take place. The Water Department has been working hard to replace defective water meters throughout town. The wastewater department has been working on extensive maintenance on lift stations. The street department has begun striping and have been utilizing street millings to use on City properties such as the roads at the lake and at the cemetery. Required PPE trainings were completed by the public works department. Director Bledsoe offered congratulations to Jeffrey Ehlen for 5 years with the water department as a water operator.

      C. Mayor Davies explained that we set the trick or treat hours on Halloween to 5:30 to 7:30 every year so it was time to get it set for another year. It was moved by Alderman Daw and seconded by Alderman Teel to approve the trick or treat hours for October 31, 2025 to 5:30-7:30. AYE: Aldermen Weber, Daw, Conard, Pinedo, Ferry, VanVleet, and Teel NAY: None

            MOTION CARRIED.

VII. ORDINANCES

      A. Declaration of Surplus Property- Chief Switzer explained that the MPD had a 2005 Chevy Tahoe that was in disrepair and wouldn’t do any good to put money into it to keep it running. It was moved by Alderman VanVleet and seconded by Alderman Weber to pass the Ordinance. AYE: Alderman Daw, Conard, Pinedo, Ferry, VanVleet, Teel, and Weber. NAY: None

            MOTION CARRIED.

XI.OTHER BUSINESS

XII. ADJOURNMENT

      A. Alderman Ferry moved to adjourn the October 6th meeting at 6:14 p.m. and Alderman Daw seconded the motion. MOTION CARRIED by unanimous voice vote with the exception of Alderman Bone who was absent.
