Meeting was called to order at 4:01 P.M.

Roll Call: Present: Members: Dave Selkirk, Steve Cheesman, Greenskeeper Matt Miles, Park Superintendent Don Miles, Head Golf Professional Bryan Luedtke, Director of Parks & Recreation Tony Oligney-Estill

Absent: Rodney Bunch, Jerry Reynolds

Minutes of November 26, 2019 meeting were approved.

Greenkeeper Report:

Greenskeeper Matt Miles reported:

● Removed several trees from the golf course.

● Completed winterization of equipment since last meeting.

● Doing the best they can to maintain the course with less than the normal amount of staff due to COVID-19.

Report was reviewed and accepted.

Golf Professional Report:

Head Golf Professional Bryan Luedtke reported:

● March Golf

o Rounds and revenue were both up

o Laurel Greens closing in December boosted our numbers

o Lost the last 6 days of March do to closing because of COVID-19

● April Golf

o Course closed due to COVID-19

● May Golf

o Golf was limited due to COVID-19

o Only twosomes allowed

o 15-minute t-times

o 1 person to a golf cart

o 1 person allowed into the club house at a time

o 2,269 rounds were played in 2020. 2,167 rounds played in 2021

● June Golf

o Foursomes allowed

o Stayed with 15-minute t-times to make sure we had enough carts

o Still one person per cart unless they lived in the same household

o Up to 2 people allowed into the club house at a time

● New Items for 2020

o New range mats

o New golf carts with USB ports and coolers

o 4 FINN scooters.

● Passes sold through 6/22/20. The amount listed for 2019 is for the entire year of 2019.

o Regular – 56, down 5 from 2019

o Senior – 93, down 9 from 2019

o Associate – 8, same as 2019

o Family – 1, same as 2019

o Minor – 4, down 10 from 2019

o Junior – 10, up 3 from 2019

o Young Adult – 6, down 3 2019

o First Time Season Pass – 33, up 2 from 2019

o Default – 15, down 3 from 2018

● Total cards sold through 6/22/2019. The amount listed for 2019 is for the entire year of 2019.

o 10 Round (9 holes) – 6, down 2 from 2019

o 10 Round (18 holes) – 8, down 8 from 2019

o 20 Round – 0, down 15 from 2019

o Default – 0, down 1 from 2019

Report was reviewed and accepted.

Old Business:

● 7 companies have purchased the business sponsorship. The Commission decided if these companies are not able to use all their foursomes from the sponsorship, they can use any remaining foursomes in 2021.

● The patio reconstruction has begun. The sliding window should be installed in the next week or two. Staff still needs to purchase the new furniture.

New Business:

● COVID-19 has affected the golf course as it has most businesses. The course was closed from the end of March until May. There were many restrictions when the course was able to open back up. Staff has done a wonderful job maintaining the course and following the required guidance by DCEO. Extra staff had to be brought on to make sure the guidance was being followed.

● Commission discussed not allowing fivesomes moving forward. Commission voted to not allow fivesomes for the month of July to see how it goes. A few days after the meeting, staff decided to allow fivesomes for the rest of the 2020 season. Commission will continue to discuss the pros and cons of allowing fivesomes. If there is a change to the current policy, it will be changed for the 2021 season when everyone including leagues has a time to adjust.

● Klingner has looked at the golf course and found 10 areas of standing water. Staff had only listed 8 holes with this problem. Staff will be meeting with Klingner to decide which holes to find remedies for. Klingner will provide solutions for the drainage problems with estimated costs. This project will be completed in 2020.

● Tony asked if there are any attendance requirements for being a Golf Commissioner. Commissioners said there was, and we would try to find the information for next meeting. Since the meeting, Tony found the requirements in the Golf Commission Ordinance. It states “All board and commission members shall attend, at a minimum, 75% of the meetings for that board or commission each calendar year. Each board or commission may excuse an absence of one of its members if the majority of the board or commission votes to excuse the absence. If a member fails to attend 75% of the meetings for any calendar year, that person’s name and attendance record shall be reported to the City Council so that it may consider whether or not the member should be removed from office.”
